According to the new regulations that came into effect in April of 16 and 1, people with money and land can get a driver's license without a residence permit. Article 19 of the new regulations clearly stipulates that all they need is an ID card and proof of physical condition. I wonder if Fuyang has implemented this new regulation? If not, there is no other way.

The Decision of the Ministry of Public Security on Amending the Order of the Ministry of Public Security, which was adopted at the ministerial meeting of the Ministry of Public Security, is hereby promulgated and shall come into force as of April 20, 2006.

Article 19 To apply for a motor vehicle driver's license for the first time, an application form shall be filled in and the following documents shall be submitted:

(1) the identity certificate of the applicant;

(2) physical condition certificate issued by medical institutions at or above the county level or at the regimental level. To apply for a small automatic passenger car for the disabled, a physical condition certificate issued by a specialized medical institution designated by the Provincial Health Department shall be submitted.
