To strengthen the construction of outstanding experts in provincial management, we should take Deng Xiaoping Theory and Theory of Three Represents as the guidance, fully implement the requirements of Scientific Outlook on Development, adhere to the principle of party management of talents, establish a scientific concept of talents, closely focus on the development theme, pay equal attention to training, selection, management and use, give full play to the important role of outstanding experts in provincial management in promoting scientific and technological innovation and economic and social development, and continuously improve the level of high-level talent team construction. Efforts will be made to build a team of outstanding experts in provincial management with reasonable age structure and complete professional categories, so as to provide high-level talent guarantee for promoting Hebei's faster and better development and building a "harmonious Hebei".
According to the above guiding ideology and objectives, the following principles should be implemented to strengthen the construction of outstanding experts in provincial management: (1) Adhere to the principle of serving economic and social development. It is necessary to meet the needs of building a well-off society in an all-round way, adjusting the economic structure, building a cultural province and building a "harmonious Hebei" to serve the province's economic and social development. (two) adhere to the principle of accurate selection, good management and good use. In accordance with the requirements of establishing and perfecting the socialist market economic system, to meet the needs of Party committees and governments to improve their leadership and working methods, we should give full play to the basic allocation role of the market, constantly improve and perfect the training, selection, management and use, and encourage experts to make greater contributions. (three) adhere to the principle of focusing on practical ability and performance contribution. On the premise of having both ability and political integrity, taking ability and performance as an important criterion to measure outstanding experts in provincial management is not only academic qualifications, professional titles, qualifications and identity, but also social and industry recognition. (four) adhere to the principles of openness, equality, competition and merit. The policies, procedures and results of training, selection, management and use should be open and transparent. (5) Adhere to the principle of rolling management. Once every four years, four years is a management service period. The total number of outstanding experts in the province is controlled at around 200, and will be appropriately increased according to the development situation in the future.

The selection of outstanding experts in provincial management is carried out in enterprises and institutions in the province (including enterprises and institutions directly under the central government in Hebei and non-public units). Civil servants are not listed as selection targets in principle.

The selection of outstanding experts in provincial management shall be carried out by means of regular recommendation and declaration, step-by-step screening and centralized evaluation. The organization department of the provincial party committee is responsible for the selection once every four years. The procedure is:
(1) Determine the quota. The Organization Department of the Provincial Party Committee, according to the requirements of the province's high-level talents and total amount control, puts forward the number of selected places in this batch and reports it to the Provincial Party Committee's talent work coordination group for approval.
(2) Recommended registration. Grassroots units shall, according to the administrative affiliation, recommend candidates to the relevant units in each district, city and province (the units directly under Hebei Province are subordinate units of Party organizations). Two or more academicians and five or more outstanding provincial experts can directly recommend candidates to the office of the coordination group for talent work of districts and cities, provincial units or provincial committees. Non-public units can recommend candidates step by step through the competent departments of private economy of governments at all levels.
(3) Organizing inspection. Each district, city and relevant provincial units shall inspect the candidates to be recommended, put forward recommendations, and form an inspection report, which shall be reported to the Organization Department of the Provincial Party Committee after being studied by the Party Committee (Party Group).

In line with the selection criteria stipulated in this opinion, experts from outside the province at the same level and above with the competent unit of outstanding experts in our province were transferred to work in our province, and were directly awarded the title of "competent unit of outstanding experts in Hebei Province" after being examined and approved by the coordination group of talent work of the provincial party committee.

In order to encourage outstanding experts in the province to make more contributions and achieve more results, outstanding experts in the province who have been included in multiple management service periods or retired during the management service period enjoy the following benefits:
(a) outstanding experts in the province who have been included in a number of management service periods in a row will be given a one-time reward of 5,000 yuan each time. Among them, those who have been included in the management service period for more than four consecutive years will be awarded the gold medal and honorary certificate of "Senior Provincial Excellent Expert" by the provincial party committee and government.

Provincial outstanding experts' work allowance, physical examination rest and one-time reward included in multiple management service periods shall be paid by provincial finance.
Organizations at all levels, personnel, education and other departments will give priority to solving the problems of separation between husband and wife, children's schooling and employment for outstanding experts outside the province.
Five, increase support, improve the innovation ability of provincial outstanding experts.
(1) Establish an academic vacation system. Excellent provincial experts enjoy 15 days of academic leave every year. Conditional units should support outstanding provincial experts to participate in international academic exchange activities, study in famous foreign universities, important laboratories and R&D centers, and improve their academic level.
(two) to establish and improve the academic guidance, training and cooperation mechanism of scientific research projects for outstanding experts in the province. Give full play to the role of the provincial academician association as a bridge and link, so that outstanding experts in provincial management can contact academicians of the two academies regularly. Organize outstanding experts in the province to participate in academic activities of China Academy of Sciences, China Academy of Engineering and academicians with the same major, encourage and support outstanding experts in the province to participate in scientific research projects presided over by academicians of the two academies in the form of scientific research funds and experimental equipment investment, share some scientific research tasks, and strengthen face-to-face guidance and training of academicians of the two academies to outstanding experts in the province. Vigorously implement the key support plan for academicians' reserve talents and conscientiously implement various training support measures.
(three) actively create conditions to provide financial support for outstanding experts in the province to carry out scientific research activities. The competent scientific research departments of governments at all levels shall give priority to the scientific research projects of outstanding experts in the province when arranging scientific research projects. Every year, it is necessary to organize provincial outstanding experts to declare scientific research achievements, and organize the expert review committee of scientific research projects to review the declared projects, and the review results shall be submitted to the provincial talent work coordination group.
Six, improve management services, enhance the vitality of provincial outstanding experts.
(1) Establish a performance appraisal system. Excellent experts at the provincial level should formulate professional and technical work objectives and annual plans during the management service. During the management service period, in the fourth quarter of each year, the relevant departments of the districts, cities and provinces will conduct annual performance appraisal in conjunction with the unit where the experts work, and report to the Organization Department of the Provincial Party Committee. The Organization Department of the Provincial Party Committee will focus on the assessment of outstanding provincial experts whose management services have expired, and put forward opinions on whether to continue to manage services according to the results and performance, and report them to the Provincial Party Committee's talent work coordination group for examination and approval. No new achievements and new achievements, no longer included in the provincial excellent expert management service sequence, no longer enjoy the relevant treatment.
(2) Vigorously promote expert consulting services. With expert consultation service organizations at all levels as the carrier, through various forms such as technical consultation, technical service, project cooperation, achievement transformation, personnel training, etc., we will organize outstanding experts in provincial management, carry out in-depth service activities for economic construction and social development, and actively explore effective ways and mechanisms for paid services. Conscientiously implement the spirit of Document No.9 [2005] of Zhongfa, and attach importance to the role of outstanding retired provincial experts.

Leading cadres of provinces, autonomous regions and municipalities should contact an outstanding expert in provincial management, make friends with them, and listen to their opinions and suggestions regularly. Provincial outstanding experts under any of the following circumstances, by the unit put forward opinions, by the relevant departments of the city and province, the provincial talent work coordination group office research, submitted to the provincial talent work coordination group for approval, cancel the title of provincial outstanding experts, no longer enjoy the relevant treatment.
1, who has made serious mistakes in politics and lost or violated the basic political conditions necessary for outstanding experts in provincial administration;

3. Unwilling to engage in professional and technical work for personal reasons;
4, resort to deceit, plagiarism, cheat honor;
5. Going abroad (territory) is overdue;
6, the other does not meet the title of provincial outstanding experts.
Seven, strengthen leadership, improve the level of provincial outstanding experts.
Under the leadership of the provincial party Committee, the construction of outstanding experts in the province is organized and implemented by the provincial talent work coordination group, and the organization department of the provincial party Committee is responsible for daily management. The member units of the provincial talent work coordination group shall, in accordance with the division of functions, do a good job in the construction of outstanding experts in the province. All districts and cities, provincial departments and experts are responsible for implementing relevant policies and measures and doing a good job in daily service. Party committees and governments at all levels should take strengthening the construction of outstanding experts in provincial management as an important measure of the strategy of rejuvenating Hebei through science and education and strengthening the province with talents, put on an important agenda, establish a work responsibility system, and gradually form a work pattern of unified leadership of party committees, specific responsibility of organizational departments, close coordination of departmental division of labor, and * * * grasping the construction of outstanding experts in provincial management. All localities and units should study and formulate specific work measures in light of local conditions, care for outstanding experts in the province politically, support them at work, care for them in life, give full play to their role, and promote the construction of high-level talent teams with practical actions. It is necessary to continuously increase publicity, widely publicize the advanced typical deeds of outstanding experts in provincial management, and create a strong atmosphere of respecting labor, knowledge, talents and creation.
This opinion is interpreted by the Office of the Coordination Group for Talent Work of the Provincial Party Committee. Where the previous provisions on the selection and management of provincial outstanding experts are inconsistent with the spirit of this opinion, this opinion shall prevail.
