Article 3 The municipal and district/county people's governments shall include the cause of persons with disabilities in the national economic and social development plan and other relevant special plans, formulate development plans and annual plans for the cause of persons with disabilities in their respective administrative regions, and ensure the coordination between the cause of persons with disabilities and the economy and society. develop. Article 4 The municipal, district and county people's governments shall include funds for disabled persons in their fiscal budgets, establish a stable funding guarantee mechanism, and continue to increase with economic and social development.

Article 6 The Disability Work Committee of the Municipal and District and County People’s Governments is responsible for the organization, coordination, guidance, and supervision of related undertakings for persons with disabilities within their respective administrative regions. Article 8 People's governments at all levels shall establish and improve a statistical survey system on the status of persons with disabilities, carry out dynamic monitoring and surveys on the lives, education, employment, social security and other aspects of persons with disabilities, and release relevant information to the public in a timely manner. Article 9 People's governments at all levels and the Disabled Persons' Federations shall encourage and support all sectors of society to provide donations and services for disabled people and carry out volunteer activities to assist the disabled and other public welfare activities.

The Red Cross, charity associations and other groups should actively raise funds for the cause of persons with disabilities and carry out charity donation activities. Article 10 The employee congresses of enterprises and public institutions with a large number of disabled persons shall have representatives of disabled employees. Article 11: Medical and health institutions responsible for assessing disability levels shall assess disability levels in accordance with relevant national standards.

The Disabled Persons' Federation issues disability certificates based on the assessed disability level and the relevant provisions of the federation's charter.
