Interim Regulations on Talent Introduction of Qingdao Agricultural University

Article 1 Basic Principles

Article 2 Levels and conditions for introducing talents
First level: academicians of the two academies (including senior scholars in the humanities and social sciences) or talents of the same level abroad (overseas).
Second level: Well-known experts who have a high academic status in domestic and foreign academic circles, have the ability to lead their subject to reach or exceed the international advanced level, are no more than 50 years old, and meet one of the following conditions Author:
(1) Selected as a distinguished professor or chair professor in the "Changjiang Scholars Award Program" of the Ministry of Education.
(2) Winner of the National Natural Science Foundation of China Distinguished Young Scholars Fund.

Article 3 Procedures for Talent Introduction
(1) The school organizes the preparation of a talent recruitment plan and submits it to the superior authority for approval.
(2) Announce to the public the job requirements for talent introduction.
(3) Each college and the talent introduction leading group review the applicant materials,
including:
1. Educational qualifications, degrees, resumes, professional skills Position certificates, postdoctoral mobility station exit certificates, academic qualifications, degree certification certificates and honorary certificates, etc.;
2. Teaching and scientific research results, including scientific research project establishment certificates, scientific research achievement award certificates, patent certificates, etc. ;3. (4) The talent introduction leading group organizes experts to inspect the candidates, proposes a list of candidates, levels and benefits, and submits them to the principal's office meeting.

(6) Candidates who have passed the physical examination and have no objections during the public notice period will be submitted to the superior authority for approval, and then go through the admission and employment procedures in accordance with the relevant regulations on personnel work. Article 4 Relevant treatment for introduced talents
(1) First- and second-level talents: The school will provide special policies according to specific circumstances.
(2) Third-level talents:
1. Provide housing subsidy of 500,000 yuan;

(6) Housing subsidies will be paid monthly along with wages for 10 years. If both husband and wife are 9 imported talents, the housing subsidy will be paid at the standard of one party receiving full payment and the other party receiving half payment.
(7) Those who enjoy the above talent position allowances will be assessed in accordance with the relevant regulations of the school. For those who fail the assessment, the talent position allowance will be cancelled. Talent post allowances will be paid to those who pass the assessment for 4 years.
(8) Personnel selected for the "1361 Talent Project" during the employment period shall be implemented in accordance with the "Interim Measures for the Management of the "1361 Talent Project".
Article 5 Management of introduced talents
(1) The service period of the above mentioned types of talents introduced is 8 years, and employment period management is implemented, with each appointment period being 4 years. Those who are transferred during the service period shall be deemed to have breached the contract.
(2) After the employment period expires, the assessment will be carried out in accordance with the relevant regulations of the school and the employment contract. Those who fail the assessment will not be re-employed.
(3) The probation period for sixth-level personnel is one year. At the end of the probationary period, the school will terminate the employment contract of those who fail the assessment.
(4) For high-level talents at the first four levels, a flexible introduction method can also be adopted, and relevant benefits are determined based on actual contributions.
