After ten years of trial, port number transfer has come to the stage of policy implementation. On August 1, beijing business today reporter learned from official website of the Ministry of Industry and Information Technology that the Ministry of Industry and Information Technology has publicly solicited opinions on the Interim Measures for the Administration of Port Number Transfer Services (Draft for Comment) (hereinafter referred to as the "Measures"). The insiders believe that the implementation of the port number transfer policy will not only affect the competition pattern among domestic operators, but also effectively promote the change of the overall service model of the telecommunications industry. < P > The Measures require that telecommunications business operators should protect users' free choice, constantly improve the service mechanism, improve service quality, and provide users with convenient and efficient port number transfer services; Telecom business operators must abide by the requirements of relevant laws and regulations on market competition, and shall not engage in any kind of unfair competition.
In terms of processing conditions, the Measures propose that users who apply to transfer their numbers to the network should meet five conditions at the same time: the number has been registered with the real identity information of the carrier; The number is in normal use; Settle with the carrier the billed telecom charges for applying for port number transfer. If there are any unpaid telecom charges, the time and method of payment have been agreed with the carrier; There is no agreement between the number and the carrier on the online time limit, or the online time limit has been lifted; The number has been in the network for 121 days.
Now, there are only less than four months before the port number portability service is rolled out nationwide, and which operators can become the beneficiaries of the port number portability policy has also become the focus of social attention.
according to the data released by the Ministry of industry and information technology, by the end of June, 2119, the total number of mobile phone users in the three basic telecommunications enterprises reached 1.59 billion, up 5% year-on-year, but it decreased by 3.53 million compared with the end of last month, and the scale of mobile phone users continued to decline. As there are few incremental markets left, the competition among operators is accelerating.
At present, China Telecom has a strong growth in the scale of mobile users. In the first half of this year, the cumulative net increase of mobile subscribers and 4G subscribers in China Telecom was 21.48 million and 23.7 million respectively, followed by China Mobile and China Unicom. By the end of June, the total number of mobile users of China Telecom had reached 323.48 million, only one step away from the 324 million users of China Unicom.
Fu Liang, an independent telecom analyst, said that from the previous pilot situation, only a small proportion of users actually switched to the network. However, since the beginning of this year, China Telecom has gained stronger market competitiveness by drastically reducing the foreign investment fee for the package. Coupled with the existing advantages of China Telecom in the family package, if China Mobile and China Unicom do not follow up and adopt some new competitive strategies, in the future competition for port number transfer, the two companies may indeed face the problem of losing old users, while China Telecom will reap the profits.
