Uncover the mystery: Why do China people cry for poverty?
As the saying goes, "Every family has its own problems": Chen Qing, a migrant worker, is a truck driver with a fixed salary of 5,000 yuan. He often feels that his work is too hard and his income is unstable. Zhang Moyue, a white-collar worker in a foreign company, earns about 1 10,000, and feels that every month is not enough. Zhao, a civil servant, earns in his early 4000 s and always feels that he earns too little. At present, he is considering going to sea to make money.

Migrant workers, white-collar workers and civil servants seem to have different jobs and different incomes, but everyone is complaining and crying for poverty. This phenomenon has attracted the attention of some delegates who are attending the two sessions in Beijing.

Feelings: Life is stressful and social security is not perfect.

Guo Naishuo, deputy to the National People's Congress and full-time vice chairman of the Jilin Provincial Committee of the National Revolutionary Committee, said that he also found the above phenomenon in his investigation. Although people with different incomes are under great pressure and dissatisfied with their income, it is almost a feeling-"difficult".

Although "happiness" is a subjective feeling, external factors are more important-Guo Naishuo believes that in addition to the pressure brought by high housing prices and high overall price level, the imperfect social security system and unbalanced medical and educational resources are important reasons.

Not to mention the ratio of house price to income, even the price pressure such as "garlic is cruel" and "ginger is your army" will make wage earners "stressed". Families with a little spare money will also enroll their children in Olympic math classes. If their family members are sick, the expenses will be even greater.

"The level of old-age care and medical security is still relatively low." Deng Zeyong, deputy to the National People's Congress and chairman of CPPCC in Danzhou, Hainan, said that in recent years, governments at all levels have invested heavily in medical care, education and affordable housing, and achieved certain results, but the level of social security is not high enough, especially for migrant workers who move around the city and have a very difficult life.

Lv Wei, deputy to the National People's Congress and director of the Technical and Economic Research Department of the State Council Development Research Center, also believes that the higher social security contribution rate leads to lower wages, which "forces" many migrant workers to choose jobs without contracts and social security.

Delegates believe that "living and working in peace and contentment" is the basic source of people's happiness. In addition, the government should further promote the effective coverage of social security and medical insurance, and intensify efforts to control the problem of wage arrears for migrant workers.

Reason: The income distribution structure needs to be adjusted.

The same education, the same efforts, different jobs and different incomes, how can people feel balanced? From the international experience, the "spindle" income distribution structure is a necessary condition for a harmonious society; If similar efforts have similar gains, there will be no such phenomenon as "fighting dad", a CPPCC member pointed out rudely.

Zheng Gongcheng, deputy to the National People's Congress and president of China Social Security Society, said that from the perspective of the process of world industrialization, the wage cost of Chinese workers is relatively low. If this situation is not reversed, people's livelihood will not be guaranteed and improved, and consumption will not be steadily improved, which in turn will definitely damage the sustainable development of the economy.

"Without sustainable development, it is certainly impossible for capital to get a reasonable return, and government finances will also face difficulties." Zheng Gongcheng said, "Therefore, improving workers' remuneration is not only a reflection of the contribution of labor factors to wealth growth, but also an important condition for China's sustainable economic development and more coordinated economic and social development."

In recent years, the proportion of labor remuneration to GDP has shown a downward trend, indicating that the importance of labor in income distribution is decreasing. In other words, conscientious work is not as affordable as "real estate speculation", "stock speculation" and "money speculation", which is also an important reason why many enterprises, especially individuals, are not doing their jobs.

Song, a member of the Chinese People's Political Consultative Conference (CPPCC), said that to change this situation, it is necessary to exert efforts in the initial distribution, so that the labor force can share more development dividends, so that enterprises can make profits, the government can reduce taxes, and the wages of workers can be improved, and the overall pattern of national wealth distribution can be adjusted macroscopically.

Expectation: fair distribution and intensive web weaving will give everyone a solid sense of gain.

In fact, many people call themselves "low income"-urban management, vendors, bosses, migrant workers, developers, owners ... almost no one is satisfied with their current salary level.

"This phenomenon is not surprising, because everyone wants to earn as much as possible." Xie Zilong, a deputy to the National People's Congress, said, "But behind the phenomenon that everyone cries for poverty, in fact, everyone lacks income anxiety and consumption worries, and has a deeper dissatisfaction with unfair income distribution. These are worthy of attention from relevant parties. "

Guo Naishuo said that in order to make people generally feel "gain" rather than "lack", we must first speed up the reform of income distribution, let the principles of openness, fairness and justice sweep away people's anxiety about "unfairness" and establish a reasonable salary system in the whole society. "But more importantly, we should improve our social security network as soon as possible, so that everyone can have enough sense of practicality in the future."

Many delegates suggested that China should accelerate the pace of deepening reform in many fields, such as medical care, old-age care, employment, subsistence allowances, and so on, and closely weave a social security net that will give people more real sense of gain.

"These reforms in the field of social reporting can not only give people a sense of gain, but also release their spending power to the greatest extent, greatly stimulate domestic demand, and then promote reform." Song Fengqiang said, "And this is actually the people's yearning for a better life."
