1. Bidding qualification and filing

2. Determine the bidding method

3. Publish a tender announcement or an invitation to bid
In case of public tender, the tender announcement shall be published in newspapers, information networks or other media designated by the state or local authorities, and at the same time, on the website of China's engineering construction and construction industry residence;

4. Prepare and distribute prequalification documents and submit prequalification applications

6. Prepare and issue the tender documents

Once the approved tender documents are issued, the tenderee shall not change their contents without authorization. If it is really necessary to change them, it must be approved by the tendering and bidding management agency and notify all tenderers before the deadline for bidding. The tenderer shall hold a bid issuing meeting at the time specified in the tender documents, and distribute the tender documents, construction drawings and relevant technical data to the bidders.
7. Reconnaissance of the site
The tenderee shall organize the bidders to conduct on-site reconnaissance according to the requirements of the tender documents, answer the questions raised by the tendering units, form written materials and report them to the tendering and bidding supervision institutions for the record.
8. Preparation and submission of bidding documents
The bidder shall prepare the tender according to the requirements of the bidding documents, seal it according to regulations, and deliver it to the designated place in the bidding documents within the specified time.

for projects invested with state-owned funds, the tenderer shall determine the candidate winning the bid ranked first as the winning bidder. 13. Publicity of the bid-winning result

15. Contract signing and filing
The winning bidder shall conclude a written contract with the tenderer in accordance with the tender documents and bidding documents within 31 working days, and report it to the tendering and bidding supervision institution for filing within 5 days after signing the contract.
