Vision and Action puts policy communication at the top of the "five links". Strengthening policy communication is an important guarantee to promote the common development of "Belt and Road" vocational education. Therefore, it is necessary to initiate bilateral and multilateral vocational education policy dialogues and exchanges through high-level meetings and forums, gather the wisdom of all parties, and unite the consensus of vocational education cooperation.
International experience is worth learning from. In 2002, the European Union launched the Copenhagen process aimed at strengthening the cooperation of vocational education among countries through the policy communication mechanism, and established the European qualification framework, the European vocational education quality assurance reference framework, the European vocational education credit conversion system and other policy cooperation tools, which promoted the convergent development of vocational education policies in EU countries.
The "One Belt, One Road" vocational education policy dialogue should focus on fully communicating and docking the development strategies and countermeasures of vocational education in countries along the route, jointly formulating plans and measures to promote regional cooperation, especially discussing, building and sharing regional vocational education qualification reference standards with neighboring countries, promoting mutual recognition of vocational education qualifications, and clearing institutional and institutional obstacles for the rational and orderly flow of regional personnel.
Cooperation in running schools is promising.
China has geographical advantages with neighboring countries such as Southeast Asia, South Asia and Central Asia. These countries are not only the key areas of the Belt and Road Initiative, but also the key direction of vocational education cooperation in China. To implement the strategy of running a school abroad is to give full play to the advantages of vocational education resources and talents in China, export high-quality vocational education resources in China and build a brand of vocational education in China.
Vocational education colleges have great potential to go global. Education follows industry, and vocational education should be accompanied by the overseas existence of national economic interests. With the accelerating pace of China's equipment going abroad, international capacity cooperation is deepening, which will effectively stimulate the demand for skilled talents in relevant countries and provide important opportunities for vocational education colleges with higher education levels to run schools abroad. The vocational education in neighboring countries is generally weak, the educational infrastructure is backward, the degree of integration between production and education is insufficient, students have difficulties in finding jobs, and there is a strong demand for high-quality vocational education. After years of development, China's vocational education has rich experience and obvious advantages. Vocational education colleges can set up overseas branches according to their own school-running characteristics, or jointly set up vocational skills training centers with China enterprises going abroad to meet local vocational education and vocational training needs and train a new generation of industrial workers for the local area.
Build characteristic majors with vocational education schools in neighboring countries. Set up relevant majors around the major construction projects of the local "Belt and Road" to meet the continuous demand for high-quality workers and professionals in the project construction and later operation. In manufacturing and service industries, it is necessary to scientifically select and set up majors with large local employment needs, cooperate in training talents, improve the employment and entrepreneurship level of local youth, and promote the inclusive development of local society. Support the development of traditional crafts with local ethnic characteristics, set up traditional crafts majors, and protect and inherit national culture. Through multi-channel education financing, we will upgrade and transform local professional facilities, jointly formulate skill standards and professional teaching standards, improve teachers' professional quality, adhere to the integration of production and education, and cooperate with schools and enterprises to cultivate students' employment and entrepreneurship ability and serve local economic and social development.
Educational exchanges have leapt to a new level.
Promoting people-to-people exchanges and connecting people's hearts are the important contents of the "five links" and the key to consolidating the public opinion base of countries along the route. China should adhere to the Silk Road spirit of mutual learning and mutual benefit, and actively carry out educational exchanges with neighboring countries.
Promote personnel exchanges. It is an important form of communication to establish a counterpart exchange school relationship with neighboring countries. The two sides can exchange visits between schools on a regular basis, deepen mutual understanding and understanding through seminars, visits and field trips, realize exchange of ideas, experience sharing, mutual learning and mutual learning, and consolidate partnership. Vocational education colleges in China can also send teachers to cooperative schools to teach and help. Deepening the exchange of vocational education objectively requires the principals and teachers of vocational education schools in China to strengthen their own capacity building, constantly improve their professional level, strengthen their understanding of the history, culture and educational traditions of relevant countries, and improve their foreign language communication ability.
Carry out student exchanges. Student exchange is the basis of educational exchange. All countries attach great importance to student exchanges. Under the framework of Erasmus+ program, the EU subsidizes vocational education students to study and practice in other member countries for up to one year. Vision and Action clearly states that China will provide 1 10,000 government scholarships to countries along the route every year. To make good use of China government scholarships, a certain proportion can be used for vocational education students in neighboring countries. Under the framework of counterpart exchange schools, students can be arranged to go to the other school for short-term study experience and internship to broaden their international horizons.
Overseas employment is vast.
The export of China's abundant high-quality production capacity to neighboring countries such as Southeast Asia, South Asia and Central Asia can not only stimulate the local demand for skills, but also bring opportunities for China vocational education graduates to participate in overseas project construction and overseas employment.
Under the guidance and coordination of the government, vocational colleges should deepen the integration of production and education with enterprises in related industries, adjust the professional structure, jointly build professional teaching standards, and cooperate to cultivate talents, especially the applied talents in engineering technology, finance and trade related to the construction of the "Belt and Road". Vocational colleges should strengthen cooperation with China enterprises to go abroad, provide students with internship opportunities at home and abroad, and jointly cultivate a large number of skilled workers and professionals with high comprehensive quality to meet the needs of overseas work.
