First, the guiding ideology and objectives of the revitalization of Northeast China

(2) Revitalization objectives

Second, the strategic priorities and policies for the revitalization of Northeast China

In September 2009, the State Council issued "Several Opinions on Further Implementing the Revitalization Strategy of Old Industrial Bases in Northeast China" (Guo Fa [2009] No.33), which further enriched the connotation of the Northeast Revitalization Strategy and defined some new policies and measures.

(A) optimize the economic structure and establish a modern industrial system

1. Accelerate the merger and reorganization of enterprises

Adhere to the combination of market dominance and government guidance, further break the boundaries between regions, industries and ownership, optimize the allocation of resources, promote mergers and acquisitions of enterprises, and cultivate large enterprise groups with international competitiveness. 2. Vigorously develop the non-public economy and small and medium-sized enterprises.

Vigorously develop products and key accessories such as large castings and forgings, nuclear power equipment, wind turbines, shield machines, advanced ships and marine engineering equipment, large agricultural machinery, high-speed EMUs, high-power locomotives and high-end CNC machine tools that are urgently needed in the Northeast market. Encourage the procurement of domestic equipment and promote the application of the first (set) of major technical equipment. The Export-Import Bank arranges a certain credit line every year to support the export of major technical equipment in Northeast China. 5. Accelerate the development of modern service industry.

Accelerate the development of software and service outsourcing industry, focus on building three service outsourcing demonstration cities, such as Dalian, Harbin and Daqing, and actively support Yanji, Suifenhe and other cities to use their unique location advantages to develop software and service outsourcing industry. We will implement the plan for the adjustment and revitalization of cultural industries, support the accelerated development of cultural creativity, publishing and distribution, film and television production, performing arts and entertainment, cultural exhibitions, digital content, animation and other cultural industries, and build a cultural brand with characteristics in Northeast China. Vigorously develop tourism, strengthen the construction of tourism infrastructure, develop a number of distinctive and attractive tourist destinations, and establish barrier-free tourist areas in Northeast China.

6. Support the accelerated development of key industrial clusters.

Accelerate the development of Liaoning coastal economic belt, Shenyang economic zone, Harbin-Daqing-Qiqihar industrial corridor and Changji-Tumen economic zone, and build a first-class modern industrial base in China. Support the adjustment and transformation of Tiexi old industrial base in Shenyang, the development of equipment manufacturing demonstration zone and Dalian "two districts and one belt" and other equipment manufacturing clusters, and build an advanced equipment manufacturing base with international competitiveness. Promote the construction of energy and heavy chemical base in eastern Inner Mongolia, coal-fired power chemical base in eastern Heilongjiang and coal chemical base in northwest Liaoning. It is necessary to make full use of the scientific research and industrial advantages of the old industrial bases in Northeast China, support the construction of a number of engineering research centers, engineering laboratories and enterprise technology centers through major national science and technology projects and innovative capacity building projects, and break through a number of core technologies and key technologies. Support enterprises to effectively absorb and utilize international innovation resources, and improve the ability of integrated innovation and introduction, digestion, absorption and innovation. Support the old industrial base to introduce a number of pioneers and R&D leading talents and teams urgently needed for the development of key industries. The national "plan", "Hundred Talents Plan" and other projects should focus on supporting the introduction of overseas high-level talents in the old industrial bases in Northeast China. 3. Promote the industrialization of independent innovation achievements

Increase support for the industrialization of independent innovation achievements in new energy, new materials, biology, information, aerospace, high-speed railways and other high-tech fields. (3) Accelerate the development of modern agriculture and consolidate the basic position of agriculture.

1. Accelerate the construction of comprehensive transportation system.

Construction of Beijing-Shenyang, Shen Dan and Haqi passenger dedicated lines and Jitu, Dadan, Hamu and Hajia railways will be started, and the reconstruction of existing lines such as Musui and the construction of northeast border railway, hershey-Arija Sate railway, Bai Yinhua-Chifeng-Jinzhou port coal transportation dedicated line, Tongjiang railway bridge and coastal port dredging railway will be promoted. Coordinate the construction of trunk and regional airports, improve the layout of airports in Northeast China, step up the reconstruction, expansion and new relocation of airports in Northeast China during the Eleventh Five-Year Plan period, and do a good job in the preliminary work of airport reconstruction, expansion and new relocation during the Twelfth Five-Year Plan period. According to the relatively backward highway construction in Northeast China and the characteristics of cold areas, we will further increase investment in the construction of expressways and "village-to-village" highways in Heilongjiang, Jilin and eastern Inner Mongolia. Establish a coordination and promotion group for transportation infrastructure construction in Northeast China to promote the construction of transportation facilities in Northeast China.

2. Optimize the energy structure

Construction of two 10-kilowatt wind power bases in eastern and northeastern Inner Mongolia, coal-fired power transmission channels in eastern Inner Mongolia and Heilongjiang and other projects will be started, and the preliminary work of the second phase of Hongyanhe project in Liaoning and the nuclear power projects in Xu Dabao and Jilin will be accelerated. Strengthen the construction of northeast power grid, vigorously promote the transformation of existing power grid, and enhance the transmission capacity of backbone power grid. Intensify the transformation of rural power grids, especially those in major grain producing areas and forest areas. Study and solve the problem of distributed power sources such as wind power accessing the Internet. Take the lead in piloting smart grid construction in Northeast Power Grid.

(V) Actively promote the transformation of resource-based cities and promote sustainable development.

1. Cultivate and expand alternative industries.

Developing alternative industries is the fundamental way out for resource-exhausted cities to realize economic transformation. Organize and implement special projects for resource-based cities to absorb employment, comprehensively utilize resources and develop alternative industries, and support and guide resource-based cities to form new leading industries as soon as possible. Encourage financial institutions such as development banks to increase their support for the sustainable development of resource-based cities. Support resource-based cities to develop alternative industries in terms of industrial layout, project audit, land use, loan financing, technology development and market access. Support resource-based cities to continue to build alternative industrial parks and actively undertake industrial transfer. Organize research and formulate the development plan of resource-based cities to continue to replace industries and do a good job of implementation.

2. Establish a long-term mechanism for sustainable development

A reserve system for sustainable development of resource-based cities will be introduced, and some of the reserves will be earmarked by the government to solve problems such as environmental governance of resource-based cities. Carry out sustainable development pilot projects in resource-based cities where resource development is in the growth stage or maturity stage. Study and formulate regulations on sustainable development of resource-based cities. The people's governments at the provincial level shall introduce policies and measures to support the sustainable development of resource-based cities, and incorporate the transformation work into the comprehensive assessment system of the main leading cadres of the people's governments of resource-based cities.

3. Further increase financial policy support.

(6) Effectively protect the ecological environment and vigorously develop a green economy.

Strengthen ecological construction. Continue to implement natural forest protection _ Ding Cheng. We will earnestly strengthen ecological projects such as restoration and protection of natural grasslands and comprehensive prevention and control of soil erosion in black soil areas. We will earnestly strengthen the construction of ecological projects such as wetland protection and restoration, desertification land management and mine environment improvement, and organize the implementation of ecological migration in the core area of Zhalong Wetland in Heilongjiang Province.

Actively promote energy conservation and emission reduction. Strengthen the total control of key pollution sources. Restrict the expansion of industries with high energy consumption and high pollution, and shut down small enterprises with serious pollution such as small thermal power, small steel, small paper making and small cement. Focus on energy, raw materials, equipment manufacturing, agricultural products processing and other industries, strengthen the construction management of various industrial parks, and promote cleaner production.

Encourage the development of circular economy. Vigorously promote the application of energy-saving technology products.

Strengthen environmental pollution control. Strengthen the prevention and control of water pollution in key river basins such as Songhua River and Liaohe River, and support the Songhua River basin to carry out the pilot project of paid acquisition and emission trading of major pollutants.
