The Provisional People's Congress of North China is the prelude and embryonic form of the people's congress.

1On April 30th, 948, the Central Committee of the Communist Party of China issued a slogan to commemorate May 1st Labor Day, calling on "all democratic parties, people's organizations and social leaders to hold a political consultation meeting quickly to discuss and realize the convening of a people's congress and establish a democratic coalition government." With the successive victories of the war of liberation, the work of building a new China has been put on the agenda of the Central Committee of the Communist Party of China. The Central Committee of the Communist Party of China's primary task for the people's government of North China is to explore and accumulate experience in establishing people's democratic political power, so as to make preparations for the establishment of the People's Republic after national liberation.

The Shanxi-Chahar-Hebei Field Army captured Shijiazhuang in 1947+0 12 10, connecting the two liberated areas of Shanxi-Chahar-Hebei and Shanxi-Hebei-Shandong-Henan. This is an important condition for the Provisional People's Congress of North China to become the prelude and embryonic form of the National People's Congress. After the founding of the People's Government of North China, it actively participated in the preparatory work of the Central People's Government, actively and orderly built local people's democratic regimes at all levels, and created people's democracy and legal system.

1In the middle and late July of 948, millions of people from Shanxi, Hebei, Pingyuan, Chahar and Suiyuan provinces in North China participated in the election. The government work reports of the Shanxi-Hebei-Shandong-Henan border region government and the Shanxi-Chahar-Hebei border region administrative committee in the past two years, and the policies and guidelines of the people's government of North China are basically equivalent to the government work reports deliberated and adopted by the people's congress today.

At the beginning of 1949, the people's government of North China moved to Beiping. Nie recalled: "When I first entered the city, the government was the People's Government of North China, established in Shijiazhuang 1948, with Dong as the chairman. After entering Beijing, his organization was in charge of national administrative affairs, and the Central People's Government was not established until June 1 949+1October1. The foundation of the Central People's Government is the People's Government of North China, and on this basis, the ministries are organized. Dong, Xie Juezai, Yang Xiufeng and Ren Jianxin successively served as Dean of the Supreme People's Court; Liu Fuzhi successively served as Minister of Justice, Minister of Public Security and Attorney General of the Supreme People's Procuratorate; Dong also served as the director of the Political and Legal Committee of the State Council; Zhang Xiruo, deputy director of North China Higher Education Commission, served as the deputy director of the State Council Political and Legal Committee.
