Note: Since the Third Plenary Session of the Eleventh Central Committee, our Party has formulated a series of new principles and policies, explored how to build socialism in China, and realized three major changes: from taking class struggle as the key link to developing productive forces as the center, from closing to opening, and from sticking to conventions to comprehensive reform. The basic line of "one center and two basic points" formulated by the Thirteenth National Congress of the Communist Party of China is based on the conclusion that China is in the primary stage of socialism.
