At the same time, judging from the follow-up evaluation of the test questions in various places, there are still some problems in some places, such as excessive test questions, unreasonable difficulty of test papers and high proportion of reciting test questions. In 2022, the first senior high school entrance examination will be held after the implementation of the "double drop" policy. Doing a good job in the senior high school entrance examination in 2022 is of great significance for guiding and deepening the teaching reform of compulsory education, promoting the reduction of burdens and improving quality, and consolidating the results of "double reduction". In order to further improve the proposition of the 2022 senior high school entrance examination, the relevant matters are hereby notified as follows.
First, actively promote the provincial unified proposition. Provinces that have not yet implemented provincial unified proposition, especially those that have problems such as imperfect proposition management, inadequate condition guarantee, insufficient number of proposers, and low proposition quality of mainland propositional units under their jurisdiction, should actively create conditions, strive to achieve provincial unified proposition in 2022, and ensure proposition quality. Provinces that do not have the conditions should study and put forward a work plan to accelerate the provincial unified proposition, clarify the timetable and road map, and realize the provincial unified proposition of the senior high school entrance examination by 2024.
Second, strengthen the political review of test questions. All localities should fully implement the party's educational policy, guide schools to develop quality education in an all-round way, and guide students to establish a correct world outlook, outlook on life and values. All localities should, in accordance with the functional orientation of "integrating the two examinations" and "giving consideration to graduation and further studies", further put forward standardized requirements for the length, capacity and difficulty of test papers in related disciplines, and set the difficulty of test papers scientifically and reasonably, so as to prevent the difficulty of test papers from increasing students' academic burden, and to prevent the test papers from being too easy to reflect the degree of discrimination. Fifth, select the proposers carefully. All localities should carefully select proposers in all disciplines in accordance with the requirements of firm politics, sufficient quantity, reasonable structure and exquisite business, so as to ensure that the basic requirements of "in principle, there are not less than 5 proposers in all disciplines" stipulated by the state are met. Proposers should focus on outstanding academic researchers and key teachers in junior and senior high schools, and actively attract qualified professionals from universities, scientific research institutions and other relevant institutions. It is strictly forbidden for proposers to participate in the preparation of exam counseling materials and off-campus training activities.
Sixth, standardize the proposition management of senior high school entrance examination. All localities should further establish and improve the rules and regulations of proposition management, strictly standardize the proposition procedures, improve the guarantee of key conditions, strengthen security and confidentiality, and ensure the smooth development of proposition work. It is necessary to strengthen the training of proposition personnel, strictly abide by work discipline, sign a letter of confidentiality responsibility, and clarify the responsibility for proposition work. It is necessary to adhere to the separation of test paper personnel and examiners, and strengthen the political, scientific, technical, procedural and interdisciplinary examination of test papers. Do a good job in marking papers, establish a system of "multi-evaluation in one subject" and a system of spot check and review of test papers to ensure the quality and fairness of marking papers.
