History has proved that the rule of law is the most scientific way to govern the country. Since the reform and opening up, the rule of law in China has made great progress, but there is still a long way to go. The Fourth Plenary Session made a major decision to comprehensively promote the rule of law, and the ship that realized the rule of law set sail again. How can we make this major decision of the central government be implemented and bear fruitful results?
First of all, the top leadership must have a very firm determination to fully implement the rule of law. One of the decisive factors for the success of Qin's political reform was the determination of its supreme ruler, Qiang Qin. No matter how stubbornly the political reform process was destroyed by conservative forces such as the "old clan", what happened and how much it cost, Qin Xiaogong always supported Shang Yang's political reform and took the lead in abiding by the law, and finally made a difference after more than 20 years. It is conceivable that the rule of law is difficult to be fully implemented today. The challenge of traditional consciousness, the obstruction of interest groups, the lack of legal awareness of the whole people and so on. Are not enough to overcome. We do not doubt the central government's determination to comprehensively promote the rule of law. The key is to let the people of the whole country truly feel the extraordinary firmness of this determination and form a general trend. To this end, we can overcome all difficulties and achieve our ideal goals.
Second, we must adhere to strict governance of officials. The obstacle to China's rule of law lies in the officials, not in the people. In reality, how many officials just shout out the rule of law as a political slogan and practice "rule by man"; How many officials don't learn or understand the law, and make decisions and deal with problems only according to their own preferences; How many officials have blatantly violated the law. What these officials have done is not only obstructing the rule of law, but actually undermining the rule of law and greatly reducing the sacred authority of the law in the hearts of ordinary people. Another important reason for the success of Qin's political reform is that officials at all levels are strictly required to abide by the law and act according to law. Once you break the law, no matter how kind and true you are, you will be severely punished, no matter what your position is, whether you are a prince, a teacher, a county magistrate or a county magistrate. The decision of the Fourth Plenary Session to incorporate the effectiveness of governing the country according to law into the performance appraisal is undoubtedly a very correct move. In practice, it is necessary to establish various effective supervision and assessment mechanisms, implement this measure, and adhere to the "one-vote veto". Make officials at all levels fear the law, dare not go beyond it, and consciously administer and act in strict accordance with the law. In this way, the central government's determination to comprehensively promote the rule of law can be transformed into the actions of officials at all levels, and the process of governing the country according to law can be greatly promoted.
Third, let all people believe in the law. Believing in the law by the whole people is the premise of improving the legal quality of the whole people and forming a legal environment. The reform of the Qin Dynasty began with making people believe in the law, from "changing wood into faith" to breaking all kinds of contrary customs, and was promoted step by step. Finally, the rule of law was deeply rooted in the hearts of the people and reached an easily irreversible state. At present, it is common for ordinary people to "trust letters and visits but not believe in the law" and "find someone who does not believe in the law" when they encounter something. If you don't believe it, you can't really consciously abide by the law, and you can't become a powerful force to participate in, supervise and promote the great cause of governing the country according to law. It can be seen that it is the proper meaning of building a China ruled by law to make all people believe in the law and establish the sacred authority of the law.
