Provisions on the Administration of National Postgraduate Enrollment in 2023
Chapter I General Provisions
Article 1 These Provisions are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other laws and regulations in order to strengthen the national postgraduate enrollment management and ensure the quality and smooth progress of postgraduate enrollment.
Article 2 Institutions of higher learning and scientific research institutions (hereinafter referred to as enrollment units) recruit graduate students with the aim of cultivating leaders who love the motherland, support China, support the socialist system, abide by the law, have good moral character and have a sense of social responsibility to serve the country and the people.
High-level academic professionals who have a solid basic theory and systematic professional knowledge in this discipline, have innovative spirit, innovative ability and the ability to engage in scientific research, teaching and management, have strong ability to solve practical problems, can undertake professional technology or management work, and have good professional quality.
Article 3 Postgraduate enrollment shall adhere to the principles of on-demand enrollment, comprehensive measurement, merit-based admission and quality first.
Article 4 The disciplines (categories) and majors (fields) of enrollment must be approved by the State Council Academic Degrees Committee or its authorized units.
Article 5 The enrollment targets are mainly undergraduate graduates with nationally recognized academic qualifications, undergraduate graduates and China citizens with the same academic qualifications as undergraduate graduates.
Article 6 The national postgraduate entrance examination is divided into two stages: initial examination and re-examination. Both the initial examination and the second examination are important parts of the postgraduate entrance examination. The initial examination is organized by the state, and the second examination is organized by the admissions unit.
The initial examination methods are divided into national unified examination (including joint examination), separate examination and recommended exemption.
Part or all of the national unified examination subjects are proposed by the Education Examinations Institute of the Ministry of Education (formerly the Examination Center of the Ministry of Education, the same below), and other examination subjects are proposed by the enrollment units themselves.
The individual examination is conducted by an enrollment unit with individual examination qualifications, and candidates must meet specific registration conditions. The examination subjects are independently proposed by the enrollment unit, entrusted by other enrollment units or selected by the national unified life test questions.
Recommended exemption refers to the selection method that according to the relevant national policies, outstanding undergraduate graduates and other candidates who meet the relevant regulations recommended by some colleges and universities are confirmed to be exempt from the preliminary examination and directly re-examined by the enrollment unit.
