Fenhe River is the second largest tributary of the Yellow River and the largest river in Shanxi. There have been four large-scale development and management actions on Fenhe River in history. Since the Thirteenth Five-Year Plan, new changes have taken place in management thinking-water control is no longer just water control, but comprehensive restoration of landscapes, forests, fields, lakes and grasslands. In Fenhe River Basin, six major projects, such as mine management, afforestation and greening management, ecological restoration of soil and water conservation, water resources and water ecological protection and restoration, comprehensive land improvement and biodiversity protection, should be grasped simultaneously.
The integrated protection and restoration of Fenhe River, landscape, forest, field, lake and grassland has also become the general idea of ecological protection and restoration in the whole Yellow River basin and even in China, from "treating headache and foot pain" to "treating the pulse as a whole and treating it systematically".
Since 20 17, the total investment in harnessing Fenhe River in Shanxi is about178.5 billion yuan. Officials said that at present, the ecological protection and restoration work is still dominated by government financial input, and the next step should be to encourage social capital to actively participate by releasing policy dividends.

From a "river without water" to a steady stream all year round.
In the evening, there are two sunsets beside Jinyang Bridge on Fenhe River in Taiyuan, Shanxi. One is supported by the bridge, hidden behind the fish scale cloud, and the other is reflected in the calm river. A kayak broke into tens of millions of pieces when passing by. Autumn is coming, and a flock of geese fly by in the shape of "people".

However, in the memory of local people, there was no such beauty in the past. Li, deputy to the National People's Congress and chief anchor of Shanxi Radio and Television Station, is from Taiyuan. She recalled that when she was working in a TV station in the 1980s, the program group wanted to shoot a set of scenes of "Fenhe flowing water", but there was no water in the river, let alone "flowers".
For a long time in the past, Fenhe River was often in a state of "no water in the river". Jin Yuan, a member of the Standing Committee of Shanxi Provincial People's Congress and a professor at the School of Environmental Science and Engineering of Taiyuan University of Technology, said that from a natural point of view, Fenhe River is a seasonal river with little and unstable precipitation. Most basins belong to the Loess Plateau, with low vegetation coverage and large evaporation. From the perspective of human activities, the increase of population leads to the increase of industrial, agricultural and domestic water intake, and the development and utilization rate of water resources in the basin exceeds 80%, far exceeding the reasonable utilization rate of 40%. The above reasons lead to the decrease of surface runoff of Fenhe River.
Jin Yuan said that it was not until 2008 that Shanxi Province began the trial operation of "Li Qian Fenhe Clear Water Reuse Project" that Fenhe River gradually realized continuous flow. According to statistics, since 20 17, Fenhe River has diverted Yellow River water11460,000 cubic meters.
"The shortage of water resources is the most fundamental ecological problem in Fenhe River Basin," Jin Yuan said, because of the total amount of water resources.
