Regulations on the Protection of Shangqiu Ancient City (revised on 20 19)
Chapter I General Provisions Article 1 In order to effectively protect the ancient city of Shangqiu, these Regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of the ancient city of Shangqiu. Article 2 The protection scope of Shangqiu ancient city: the ancient city of Guide House, located in Suiyang District of Shangqiu City and built in Zhengde period of Ming Dynasty, and the ruins of Song ancient city, Chenbotai and Baguan Pavilion in the surrounding construction control zone determined by the plan. Article 3 The protection, management and utilization of Shangqiu ancient city shall follow the principles of scientific planning, effective protection, rational utilization and strict management. Article 4 Shangqiu Municipal People's Government shall be responsible for supervising and guiding the protection, management and utilization of Shangqiu Ancient City.

Suiyang District People's Government is fully responsible for the protection, management and utilization of Shangqiu ancient city.

The relevant departments of Suiyang District People's Government shall be responsible for the specific work of protection, management and utilization according to their respective responsibilities. Article 5 Shangqiu Municipal People's Government and Suiyang District People's Government shall incorporate the protection, management and utilization of Shangqiu Ancient City into the national economic and social development plan, and include the protection and management funds into the fiscal budget at the corresponding level.

Encourage units and individuals to participate in the protection of Shangqiu ancient city through donations, subsidies, technical services or suggestions, and support the development of scientific research, technological innovation and professional training related to the protection of Shangqiu ancient city. Sixth units and individuals operating within the scope of protection of Shangqiu ancient city have the right to discourage and report acts that damage the ancient city.

After receiving the report, the department responsible for the protection and management of the ancient city shall promptly investigate and deal with it according to law.

Shangqiu Municipal People's Government and Suiyang District People's Government shall commend and reward the units and individuals that have made outstanding contributions in the protection, management, research and utilization of Shangqiu Ancient City. Chapter II Protection and Utilization Article 7 carries out protective arrangement of the ancient city of Guide House, maintaining the original texture of the ancient city and restoring the inner city pattern of the outer ring. The main contents of the merger include:

(1) Demolition of all kinds of buildings and deposits occupying city walls, city lakes and battlements, and restoration of the historical original appearance of city walls, city lakes and battlements;

(two) to sort out and expand the water surface of urban lakes and restore the historical state of water areas;

(3) Protect the corridor between the north and south gates of the ancient city of Guide House and keep the corridor transparent from north to south. The sightseeing corridor should be consistent with the trend of Zhongshan Street. The eaves of buildings within 5 meters on both sides of Zhongshan Street should not be higher than 6 meters, and the eaves of buildings outside 5 meters should not be higher than 9 meters. Article 8 The historical streets and lanes of the ancient city of Guide House shall protect the direction, width, spatial scale and historical features of the interfaces on both sides, and maintain the continuity of the interfaces. Historical blocks and buildings along the street should maintain the historical scale, and the height of the cornice should not exceed 6 meters.

Historical blocks are classified and protected according to the first-class protection blocks and the second-class protection blocks. Among them, the first-class protected streets and lanes shall not be widened, and the second-class protected streets and lanes shall not be widened except for the necessary infrastructure and public service facilities.

A class of protected streets and lanes and a class of protected streets and lanes are recognized and published by Shangqiu Municipal People's Government. Suiyang District People's Government shall set up signs at the entrances and exits of historical blocks, indicating the category and scope of protection. Article 9 When repairing historical buildings in Guide Ancient City, the architectural style, volume and color should maintain the layout and style of Ming and Qing Dynasties. Buildings with historical records and great influence that have disappeared can be rebuilt according to the traditional style. In addition to new construction, renovation and expansion of necessary infrastructure and public service facilities, no construction activities unrelated to protection shall be carried out.

The construction activities in the ancient city of Guide House shall be investigated and explored by the competent department of cultural relics before the start of construction. Article 10 The immovable cultural relics within the protection scope of Shangqiu Ancient City shall remain intact, and adhere to the policy of giving priority to protection, giving priority to rescue, rational utilization and strengthening management.

The implementation of the maintenance, repair and emergency reinforcement project of immovable cultural relics shall follow the principles of repairing the old as the old, not changing the original state of cultural relics and minimum intervention, and shall be borne by the unit that has obtained the qualification certificate of cultural relics protection project. State-owned immovable cultural relics shall be maintained and repaired by users, and non-state-owned immovable cultural relics shall be maintained and repaired by owners. The competent department of cultural relics in Suiyang District shall give guidance and help. If immovable cultural relics are in danger of being damaged due to natural disasters, the Suiyang District People's Government shall organize the implementation of reversible rescue and reinforcement projects and report to the relevant cultural relics authorities in a timely manner. Article 11 The owner of the historic building in the ancient city of Guidefu has the responsibility to repair and maintain the historic building. The maintenance of state-owned historical buildings is the responsibility of Suiyang District People's Government or its designated institutions, and the maintenance of non-state-owned historical buildings is the responsibility of the owners.

If the owner of a non-state-owned historical building does not have the ability to repair it, he may apply to the Suiyang District People's Government for support. Suiyang District People's Government shall take measures to protect historical buildings that are in danger of being damaged and whose owners are unable to maintain and repair them.

The repair and reconstruction of historical buildings shall be approved by the competent department of urban and rural planning in conjunction with the competent department of cultural relics at the same level. Because of the need to carry out construction activities in the interests of * * *, historical buildings can not be protected in situ and must be relocated for protection or demolition, with the consent of the municipal competent department of urban and rural planning in conjunction with the competent department of cultural relics at the same level, and submitted to the provincial people's government for approval. Twelfth Suiyang District People's Government shall set up protection signs and establish protection files for cultural relics protection units, historical buildings and ancient and famous trees in the ancient city of Guide Tower.

No unit or individual may damage or move immovable cultural relics and historical buildings without authorization, and may not damage or move or cut down ancient and famous trees without authorization.
