1998 China Disabled Persons' Federation, the former Ministry of Health and other departments 10 unanimously agreed to designate March 3rd every year as National Ear Love Day. On March 3, 2000, the first publicity and education activities of Love Ear Day were carried out simultaneously throughout the country.
In 2007, the first international conference on prevention and rehabilitation of hearing impairment sponsored by China Disabled Persons' Federation, former Ministry of Health and World Health Organization was held in Beijing. The meeting issued the "Beijing Declaration" and launched an initiative to set up an international ear-loving day. The head of the China Disabled Persons' Federation said that the establishment of International Ear Love Day is an important contribution made by China to the prevention and rehabilitation of hearing disability worldwide.
According to the latest estimate released by the World Health Organization, there are more than 360 million people with hearing disabilities in the world, and there are 20.54 million people with hearing disabilities in China.
