In the era of Tang Gaozong, the Guanzhong area suffered from drought for ten years in a row and disasters for four years in a row. Emperor Xuanzong of the Tang Dynasty ordered Yao Chong, the prime minister, to preside over the extermination of locusts, killed 42 corrupt officials to quell public anger, and made various princes and ministers pay salaries privately to help the victims, thus turning the situation around in one fell swoop.
