Chen Ping was an important adviser under Liu Bang, the Emperor Gaozu, and one of the founding heroes of the Western Han Dynasty. He was originally under Xiang Yu's account, but he was not reused by Xiang Yu. When Xiang Yu arranged a banquet for Liu Bang, Chen Ping thought that Liu Bang would become a great cause in the future, so he made a diversion and rescued Liu Bang from Xianyang. Because these two men have been under Xiang Yu for a long time, they are inevitably dissatisfied. Now they are secretly communicating with Liu Bang, preparing to destroy Xiang Yu together and then carve up his territory.

He asked Liu Bang to write a surrender letter and Xiang Yu to come to the East Gate to discuss surrender.
