New Regulations on Rana chensinensis Breeding Policy in China
Legal Analysis: According to the provisions of the Animal Husbandry Law of People's Republic of China (PRC), related frogs (hereinafter referred to as "related frogs") with cross management, long breeding history and large scale of artificial breeding, such as Rana nigromaculata, Rana spinosa, Rana spinosa, Rana China (Rana northeast) and Rana Heilongjiang, are managed by the fishery authorities according to aquatic animals. For other frogs, the Ministry of Agriculture and Rural Affairs and the State Forestry and Grassland Bureau will jointly determine the classification scheme and adjust the relevant list in a timely manner according to the overall principles of scientific priority and operational management. The local fishery departments, forestry and grassland departments shall promote the adjustment of the list of local key protected wild animals in accordance with the law and regulations.

Legal basis: Article 12 of the Animal Husbandry Law of People's Republic of China (PRC), the animal husbandry and veterinary administrative department of the State Council shall, according to the distribution of livestock and poultry genetic resources, formulate a national plan for the protection and utilization of livestock and poultry genetic resources, formulate and publish a national list for the protection of livestock and poultry genetic resources, and focus on the protection of precious, rare and endangered livestock and poultry genetic resources originating in China. The animal husbandry and veterinary administrative department of the people's government at the provincial level shall, according to the national plan for the protection and utilization of livestock and poultry genetic resources and the status of livestock and poultry genetic resources within their respective administrative areas, formulate and publish a list for the protection of livestock and poultry genetic resources at the provincial level, and report it to the animal husbandry and veterinary administrative department of the State Council for the record.
