The earliest vocational education in China has a history of 130 years since the industrial education in 1960s. Vocational education in the late Qing Dynasty focused on learning western learning and cultivating practical talents. 1902 promulgated the "Nonyin Academic System" which stipulated a relatively systematic industrial education system. 19 17 "China vocational education institute" opened the first joint vocational education with industry. However, the slow economic development and underdeveloped modern industry in old China affected the development of vocational education. Before 1949, there were only 56/kloc-0 secondary technical schools and 3 manual schools with 77,000 students and 2,700 students. The total number of students in secondary vocational schools accounts for 4.2% of the total number of students in secondary schools.

Since People's Republic of China (PRC) was founded 50 years ago, China's vocational education has undergone adjustment, rectification, enrichment, reform, improvement and continuous development. In 1950s, thousands of secondary specialized schools and technical schools were developed to meet the needs of large-scale economic construction. In 1960s, the training of urgently needed talents in all walks of life was accelerated. Science and other vocational secondary schools have developed rapidly. However, due to the "Cultural Revolution", the normal development of vocational education in China was greatly affected.

65438-0980 the State Council approved the report of the Ministry of Education and the State Administration of Labor on the structural reform of secondary education, pointing out that it is necessary to reform the structure of secondary education, develop vocational and technical education, and promote high school education to meet the needs of socialist modernization. 1985 the Central Committee of the Communist Party of China made the "decision on the reform of the education system", which clearly pointed out: "gradually establish a vocational and technical education system from primary to advanced, with supporting industries and reasonable structure, which can be connected with general education." 199 1 year, the State Council made the "Decision on Vigorously Developing Vocational and Technical Education", which defined the objectives and tasks of further developing vocational education according to the needs of China's economic and social development in the 1990s. 1993 the Central Committee of the Communist Party of China and the State Council issued the Outline of Education Reform and Development in China, pointing out that "governments at all levels should attach great importance to it, implement the policy of overall planning and active development, fully mobilize the enthusiasm of various departments, enterprises and institutions and all walks of life, and form a situation in which the whole society runs various forms and levels of vocational and technical education." From 65438 to 0996, China's first vocational education law was formally promulgated and implemented, which provided legal guarantee for the development and perfection of vocational education. 1999 "Decision of the Central Committee of the Communist Party of China and the State Council on Deepening Education Reform and Promoting Quality Education in an All-round Way" emphasizes that it is necessary to "build an education system that is compatible with the socialist market economic system and the inherent laws of education, and that different types of education are interconnected", "vigorously develop higher vocational education" and "actively develop high school education including general education and vocational education".
