Dongfeng 4 diesel locomotive is an electric drive trunk diesel locomotive developed by China in 1960s, and it has been put into mass production since 1960s. The first locomotive successfully passed the traction test of plateau line in March 1986 on the Nanjiang Railway under the management of Urumqi Railway Bureau. At present, Qinghai-Tibet Railway, lanzhou railway administration Railway Bureau, Urumqi Railway Bureau and Hohhot Railway Bureau of Qinghai-Tibet Railway Group mainly use plateau locomotives.

By the end of 1990, although the Ministry of Railways of China has stopped purchasing Dongfeng 4B locomotives, Dalian and Ziyang factories will still produce Dongfeng 4B locomotives according to the needs of local railways, industrial and mining enterprises and overseas railway companies. At present, the latest Dongfeng 4B freight locomotive produced by Ziyang Diesel Locomotive Factory is No.9702, and the delivery time is 20 14. The latest Dongfeng 4B freight locomotive produced by Dalian Locomotive & Rolling Stock Factory was delivered with the number of 7794,2014, and was purchased by Gansu Huating Coal Industry by railway transportation. The latest passenger locomotives are 2684 and 2685 locomotives produced by Dalian Locomotive and Rolling Stock Factory, which were purchased by Weihai Local Railway Bureau at 1998.

From 2006 to 2008, the Ministry of Railways of China provided three batches of Dongfeng -4 and Dongfeng -4B locomotives to the DPRK. In the latest year of 2008, the 12 Dongfeng 4 locomotive belonging to Beijing Railway Bureau was handed over to North Korea free of charge after renovation.
