Therefore, all cases that come to sue officials will be charged with disobedience first, marked with 30 boards, and moved on to the next step.

If the defendant's accusation is overturned and denied, and the plaintiff does not have enough evidence, then the plaintiff will face the possibility of death. Even if the defendant was found guilty, the plaintiff was punished and did not benefit. On the contrary, there is a danger of revenge in the future. This is the means of feudal social rulers. In the long run, if people are not provoked, they will be disheartened and hide, and then bow and scrape to the power class, which is convenient for administration.

The purpose of beating the board is to cultivate the obedient rulers of the Qing Dynasty, which will limit the occurrence of people suing officials. Once it happens, in addition to hitting the board first, people will be detained on trumped-up charges afterwards to show punishment and warning. However, water can carry a boat and overturn it, and the people are the cornerstone of the country. If the rulers completely dump their power on powerful officials, they will eventually be subverted by the people. Therefore, considering the long term, the Qing government will also take into account the interests of a small number of people and punish some officials, so occasionally the upper class will be defeated by the people.
