In the summer of 1954, the global atmospheric circulation was abnormal. It rained continuously from May to June in the Jianghuai Basin, and then it rained intermittently or rainstorm in July, and a rainstorm lasted for several days. After five consecutive rainstorms in July, the Huaihe River basin was flooded once in 40 years.

Anhui, Huainan, Huaibei and other places and most parts of Henan suffered from floods. During the flood, more than 5,000 mu of farmland was flooded and 2 million houses collapsed. More than 2,000 people died in floods and countless livestock died, resulting in 40 million people losing their livelihoods.

Such a disaster is undoubtedly a great difficulty for a newly established country. After the flood, China immediately sent troops to the affected areas to cooperate with local governments to carry out flood fighting and rescue work, and transferred more than 2.8 million people for emergency rescue. The people of the whole country donated their own strength to raise materials and deliver them to the affected people through various channels.
