At the time of its establishment, except the Baltic countries, other 12 former Soviet Union joined Azerbaijan, Armenia, Belarus, Georgia (1993 to1February 2), Kyrgyzstan, Moldova (1994 to April), Kazakhstan, Russia, Uzbekistan and Ukraine.
In August 2005, Turkmenistan announced its withdrawal from the CIS. On August 14, 2008, Georgia announced its withdrawal from the CIS; Officially withdrew on August 18, 2009. 20 14 March, Ukraine officially started the withdrawal procedure because Crimea entered Russia independently.

(1) Council of Heads of State and Government of CIS:
The Council of Heads of State is the highest body of the Commonwealth of Independent States and usually meets twice a year. The Council of Heads of Government meets four times a year. The meeting was held in capitals in turn, and leaders of various countries presided over the meeting in alphabetical order according to their Russian names.
(2) Transnational Parliamentary Assembly, Transnational Economic Committee and Payment Union, as well as ministerial councils of foreign affairs and national defense.
(3) Coordination and Consultation Committee: It is the permanent executive and coordination body of CIS, and each member country sends two plenipotentiaries to the Committee. The working language of CIS is Russian.
