Most courtiers in the Ming and Qing Dynasties came from Hejian Prefecture (now hejian city, Hebei Province). The most important reason is that several dynasties in that place were poor, and many famous eunuchs in history came from Hejian Prefecture.

Many officials from Qin, Han, Jin and Tang went to Shaanxi. Because Chang 'an has been the capital of China for many times in history, officials are generally recruited in the neighboring areas outside the capital.
