1992 101October 26th to1October 29th, Xu Huiyou went to Hong Kong for talks with ARATS on behalf of SEF, also known as' 92 Hong Kong Talks. During the meeting, the two sides discussed how to express the meaning of the "One China" principle. According to Gu's memoirs, although the two sides put forward specific opinions, they failed to reach a consensus. However, in April 2000, Su Chi claimed that the two countries reached the "1992 Consensus" in the 1992 talks, but this consensus was not signed in writing. It was not until February 2006 that Su Qi publicly admitted that the term "92 Consensus" was created by him.
