In order to implement the "Implementation Opinions of the State Council on Deepening the Reform of the Examination Enrollment System" and promote the all-round development and healthy growth of students, the following opinions are put forward on the implementation of the ordinary high school academic level examination (hereinafter referred to as the academic level examination).
I. Significance
The academic level examination is an examination organized and implemented by the provincial education administrative department according to the national curriculum standards and the provisions of the ordinary high school education examination. It is an important system to ensure the quality of education and teaching by mainly measuring the degree to which students meet the learning requirements stipulated by the state. Examination results are an important basis for students to graduate and further their studies. The implementation of the academic proficiency test is conducive to promoting students to study each course carefully and avoiding serious partiality; It is beneficial for schools to accurately grasp students' learning situation and improve teaching management; It is conducive to the scientific selection of students suitable for school characteristics and professional requirements in colleges and universities, and promotes the effective connection between high school and college personnel training.
Second, the basic principles
Adhere to the comprehensive assessment to promote students to complete all kinds of courses prescribed by the state. Adhere to independent choice, provide more choices for each student, and promote students' academic interest and personality development. Adhere to overall consideration, promote high school to improve teaching, serve colleges and universities to select students, and reduce students' excessive academic burden and pressure.
Third, the examination subjects and contents
1. Examination subjects. The subjects set in "Ordinary Senior High School Curriculum Plan (Experiment)" are included in the scope of academic level examination. Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology and other subjects are organized by the provincial education administrative department. Fine arts (or music, fine arts), physical education and health, general technology and information technology examinations shall be formulated by the provincial education administrative department, and the specific organization mode shall be determined.
In the provinces (autonomous regions and municipalities) where the comprehensive reform of college entrance examination is implemented, three subjects are included in the academic level examination of college entrance examination. Students can choose independently from ideological and political, history, geography, physics, chemistry, biology and other subjects according to the requirements of colleges and universities and their own majors. Students can decide which subjects to choose after they have completed the study of compulsory contents and have a certain understanding of their interests and advantages.
2. Examination content. The provinces (autonomous regions and municipalities) shall determine the examination contents according to the provisions and requirements of the curriculum plan and curriculum standards for ordinary senior high schools promulgated by the state. It is necessary to put forward requirements for the experimental operation of related subjects and the foreign language listening and speaking test. The proposition should be closely linked with social reality and students' life experience, and on the basis of comprehensive assessment of students' basic knowledge and skills, we should pay attention to the examination of strengthening ability.
Fourth, the examination object and time
1. Examination object. Students in ordinary high schools have to take the academic proficiency test. Students from other schools and social workers from high schools can also sign up.
2. Examination time. Schools should arrange teaching subjects in a balanced way every academic year, and make overall plans to determine the number of subjects that students of all grades take part in the examination. In principle, there are about 2 subjects in grade one, 6 subjects in grade two and 6 subjects in grade three. All provinces (autonomous regions and municipalities) organize and arrange examinations every year, covering all subjects to meet the needs of different students, and the examination time is generally arranged at the end of the semester. All provinces (autonomous regions and municipalities) should actively create conditions to provide students with the opportunity to take two exams in the same subject and change the selected subjects.
All provinces (autonomous regions and municipalities) should announce in advance the registration time, examination subjects, examination time and registration method of the academic level examination, so as to facilitate the school to arrange teaching and students to sign up for the examination.
V presentation and use of test scores
1. Display of test results. The test scores are presented as "grades" or "qualified and unqualified". The scores of three subjects in the academic proficiency test included in the total enrollment of colleges and universities are presented in grades, while other subjects are generally presented as "qualified and unqualified".
Generally speaking, the grades are divided into five grades, which are A, B, C, D and E from high to low ... In principle, the proportion of people at all levels in provinces (autonomous regions and municipalities) is: A 15%, B-30%, C-30%, D-and E-25% in total. E-level unqualified, the specific proportion is determined by the provinces (autonomous regions and municipalities) according to the basic teaching quality requirements and propositions.
2. Use of test scores. Passing the academic proficiency test is the main basis for ordinary high school students to graduate and recognize the equivalent academic ability of high school. It is necessary to provide students' academic proficiency test scores in all subjects to enrollment colleges and universities, and the specific requirements and methods of use are determined by provinces (autonomous regions and municipalities) and universities.
Education administrative departments at all levels should strengthen the research and analysis of the results of the academic proficiency test, do a good job in teaching feedback and guidance, and constantly improve the quality of teaching. No unit or individual may line up students according to their academic level test scores, and may not only take the test scores as the basis for evaluating schools and teachers.
If students transfer to other provinces (autonomous regions and municipalities), the provincial department in charge of the transfer place will issue a certificate of achievement, and the province (autonomous region and municipality) that receives the students will determine the specific conversion method for the academic grade scores used for college enrollment.
Organizational guarantee of intransitive verbs
1. Strengthen organizational leadership. Implementing the academic proficiency test is an important measure to deepen the reform of the examination enrollment system. All localities should attach great importance to it, strengthen leadership and organize it carefully. The provincial education administrative department shall conduct unified management of the academic level examination. It is necessary to clarify the responsibilities of all relevant departments, straighten out the working relationship and strengthen coordination and cooperation. Ensure the funding and staffing of the proposition, marking and examination.
2. Ensure the quality of the proposition. Proposition should be organized by provincial professional proposition institutions. Establish the qualification standards and expert database of propositional personnel, and strengthen the training of propositional personnel. Accelerate the construction of question bank. Carry out evaluation and analysis of test papers, and effectively improve the scientific and professional level of propositions.
3. Strict examination management. In accordance with the standards and requirements of the national education examination, set up a unified test center and examination room, and standardize the layout and implementation procedures of the examination room. Unified marking (assessment) procedures, standards and methods to ensure accurate scoring. Strengthen security and confidentiality. Establish and improve the credit mechanism. Seriously examine discipline and establish a responsibility system and accountability system. Cheating in exams and other violations shall be dealt with in strict accordance with the relevant provisions of the Measures for Handling Violations in National Education Examinations.
4. Strengthen teaching management. Strict implementation of ordinary senior high school curriculum plan, reasonable arrangement of teaching progress, it is strictly forbidden to shorten the course teaching time, and set up comprehensive practical activities, technology, art (or music, art), physical education and other courses. After students complete the required content and take the qualification examination, the school should offer corresponding elective courses for students in need to choose to study. Senior high schools should assess the completion of students' comprehensive practical activity courses to ensure the completion of compulsory credits. It is necessary to strengthen the guidance of students' career planning. Adjust the teaching organization to meet the needs of students' learning choices, and implement class teaching. Strengthen the training of principals and teachers, change the concept of talent training and innovate the mode of talent training. Strengthen the guarantee of facilities, equipment and teachers to meet the teaching needs. The Ministry of Education will establish a curriculum implementation monitoring system to regularly evaluate the implementation of the curriculum in various places.
All provinces (autonomous regions and municipalities) should fully implement the academic level examination in light of local conditions. According to the "Opinions", formulate specific implementation measures for the provincial (autonomous regions and municipalities) ordinary high school level examination, and report it to the Ministry of Education for the record before the end of August 20 15.
