The development and construction of Beiyuan New Town is an important decision of the municipal party committee and the municipal government based on the reality of Xianyang and focusing on the future development. Mainly based on four considerations:

First, from the perspective of future development, according to the development plan of Guanzhong-Tianshui Economic Zone, Xianyang, as an important part of the core area of an international metropolis, bears the historical responsibility of jointly building an (Xianyang) international metropolis with Xi and Xixian New Area, and Xianyang must become bigger and stronger. On the other hand, the current urbanization rate of Xianyang is only 42%, which is lower than the provincial level. By 2020, the goal of 60% urbanization rate will be achieved, and about 6.5438+0.5 million farmers will enter the city. At present, Xianyang's urban development space is very limited, which is really unbearable. Therefore, in the long run, it is necessary to develop northward across Wuling Plateau and build Beiyuan New City to build an international metropolis, accelerate the urbanization of Xianyang and radiate the development of surrounding areas.

Secondly, from the analysis of Xianyang's current situation, if the planning area of Beiyuan New Town, especially Mazhuang and Zhao Shuang Town, is not planned in advance and guided scientifically, it will inevitably develop spontaneously and disorderly with low standards, and once again embark on the old road of demolition and construction, resulting in a great waste of resources. Therefore, the development and construction of Beiyuan New Town is the need to plan and build Xianyang city according to the international metropolis standards.

Thirdly, judging from the development space of Xianyang, there are two tablelands in Wuling tableland in the north of Xianyang. For a long time, Xianyang has been developing under the "one tableland" of Wuling tableland, which is long from east to west and narrow from north to south. The available land under the "two tablelands" of Wuling tableland is less than 20 square kilometers. If Xianyang wants to make a difference in the construction of an international metropolis, it must break through the shackles and barriers of Wuling Plateau, cross Wuling Plateau and open up a new battlefield. Therefore, the development and construction of Beiyuan New Town is the need to optimize the spatial layout of Xianyang's urban development, enhance the comprehensive service function and enhance Xianyang's regional economic competitiveness.

Fourthly, from the analysis of Xianyang's urban form, Xianyang has tablelands and rivers, plus the imperial tombs on the Five Mausoleums, which have unique advantages in natural resources and rich historical and cultural resources. Therefore, Xianyang has the reputation of "being shaped by water, thriving by tableland, famous by history and beautiful mountains and rivers". Jumping out of Wuling tableland, developing northward and building Beiyuan New City can completely change the current urban form of Xianyang, form a pattern of "three cities and two belts" and recreate a new Xianyang with beautiful mountains and rivers. This urban structure is not only the inheritance of the urban development concept of "harmony and beauty" in ancient Xianyang, but also the respect for natural resources, history and human resources, and the vivid interpretation and practice of the concept of modern garden city.

From the Western Han Dynasty more than 2,200 years ago to the Tang Dynasty/kloc-0,000 years ago, there was Wuling Town, a special city directly under the jurisdiction of the imperial government, and its residents were rich and powerful families sent from all over the country.
