Legal analysis: The Internal Affairs Regulations of the People's Police of Public Security Organs is the first departmental regulation in China to systematically regulate the discipline of public security organs and their people's police and punish violations. It was adopted at the executive meeting of the Minister of Public Security on April 28th, 2000, and was promulgated and implemented on June 1 2000.

Article 1 These Regulations are formulated in accordance with the People's Police Law of the People's Republic of China in order to strengthen the regularization of the people's police force in public security organs and standardize the housekeeping management.

Article 2 The basic task of the internal affairs construction of public security organs is to cultivate the fine style and strict discipline of the people's police of public security organs (hereinafter referred to as public security police) by establishing a standardized work, study and life order, establish a good image of the people's police, improve the combat effectiveness of the public security team, and ensure the public security organs to successfully complete the tasks of serving the people, maintaining social order and cracking down on illegal crimes.

Article 3 The internal affairs construction of public security organs shall, according to the nature, tasks and characteristics of public security organs, adhere to the principles of strict police management and police management according to law, high efficiency and pragmatism, strengthened supervision, and attention to grassroots units, and cultivate an excellent police style of fairness, honesty, bravery, selflessness and resolute action.
