On February 3, 1895, the Japanese fleet filed in a single file and provoked outside Weihai Port. Beiyang fleet's ships fought back with Liu Gongdao and Erdao Fort. The flagship ships of the Japanese army, Matsushima, Li Qiao, Qiujinzhou and Su Lang, were all shot and injured, which was one of the setbacks for the Japanese joint fleet. The flight and mutiny created by Wang Ping and a group of national scum not only weakened beiyang fleet's strength, but also affected the morale of the Qing army, causing extremely serious consequences for the war in Liu Gongdao and committing unforgivable crimes.

The situation in Liu Gongdao is deteriorating because there will be no reinforcements for a long time. Liu Gongdao is located in Weihai Bay, the easternmost part of Shandong Peninsula, with rich and unique cultural landscape. Compared with the inland areas with similar latitudes, it has the characteristics of warm winter and cool summer, chilly spring, small temperature difference in autumn, heavy wind and fog and abundant rain.
