In addition, there are still many abnormal "one-vote veto" assessments for grassroots cadres. The party secretary of a township in Anhui told reporters that last year, he signed at least 20 letters of responsibility, "too many to remember". Many responsibility letters clearly indicate that they are linked to promotion, award and evaluation, which is actually an extension of "one-vote veto". There are also cadre introductions, as well as full-time target responsibility letters, military orders, and letters of guarantee.
Why is the "one-vote veto" abused?
The reporter found that some "one-vote veto" assessment settings have remained unchanged for many years, regardless of actual work. A grassroots family planning cadre said that today, with the liberalization of two children alone, the "one-vote veto system for family planning" still uses the old assessment system in many places. For example, under the new regulations such as voluntary cerclage and ligation for women of childbearing age, the cerclage rate and ligation rate are still taken as assessment items, causing dissatisfaction among the masses.
There are also places that ignore the differences in regional economic and social development and set up a "one-vote veto" project across the board. The reporter found that some poverty-stricken counties in remote mountainous areas issued a "one-vote veto" to attract investment, requiring all staff to go out to pull projects. A local cadre said: "Isn't this the main business of getting rid of poverty?"
Zhu, a professor at the National School of Administration, believes that the reason why the "one-vote veto" is abused is that the higher authorities are unwilling to think of a more practical assessment method, shirking responsibility and transferring stress risks. Ouyang Aihui, an associate professor at the School of Economics, Management and Law of the University of South China, said that the root cause of the "one-vote veto" was that some places did not fully implement the idea of administration according to law and did not effectively build a scientific evaluation system and indicators for grassroots political achievements. In addition, individual departments have the mentality of quick success and instant benefit.
Since the beginning of this year, many places have actively reduced the burden on the grassroots. According to the reporter's incomplete statistics, more than seven provinces and cities have issued documents to clean up the "one-vote veto" problem.
