The account in the appstore has billing problems and cannot be deleted. You can't continue to buy until the bill is completed.

Modify the payment method or rebind another card: Pull the App Store to the bottom, and click Apple ID→ View Apple ID → Payment Information.

Click to enter, and then the following contents will appear.

Keep clicking.

Then click again. You can recharge and bind another card.
