It is understood that with the arrival of severe cold weather, the load of Beijing power grid has increased significantly this week. At 20: 25 on 23rd, the maximum load of Beijing Power Grid reached19.54 million kilowatts, breaking the previous winter load record. At 20: 23 on the 25th, it reached19595kW, once again hitting a new high in winter. Among them, Mentougou, Fangshan, Pinggu, Huairou, Miyun, Shunyi and Yanqing have the most obvious load growth, all of which broke the record of maximum load in summer and reached a record high.
Liu Hui, director of the Dispatching and Control Division of State Grid Beijing Electric Power Dispatching and Control Center, said that the main reason for the increase in Beijing's power grid load this week was the continuous low temperature weather in Beijing, and the electricity load of citizens such as electricity heating increased significantly. During the peak load period of the power grid, the heating load is about 7.6 million kilowatts, accounting for 40%, which is about 7.5 percentage points higher than the heating load of 3 1.62% in the same period last year.
At the same time, the minimum load of Beijing power grid at night reaches140.05 million kilowatts, which is 23.99% higher than that of112.95 million kilowatts in the same period last year, which also shows that the growth ratio of electric heating loads such as coal-fired power is more prominent at night.
In order to ensure the power supply during the heavy load period of the power grid, State Grid Beijing Electric Power has recently started the emergency response for heavy load in winter continuously, with the two-level emergency chief commander on duty, and the power dispatcher strengthening the power grid operation monitoring, tracking the load changes of the main distribution network equipment in time, reasonably arranging the power grid operation mode, and effectively preventing and controlling the power grid operation risks.
In addition, State Grid Beijing Electric Power has also stepped up the temperature measurement inspection of key substations and lines during the peak load of the power grid, focusing on strengthening the power supply guarantee for coal-to-electricity users, arranging more than 800 operation and maintenance personnel to conduct special inspections of key power equipment in the "coal-to-electricity" area at night, and deploying more than 2,300 emergency repair personnel, 640 emergency repair vehicles and 150 power generation vehicles to be on standby at any time to ensure rapid handling of emergencies. For 1525 coal-to-electricity distribution lines and 1803 coal-to-electricity villages (communities), "one line, one case" and "one village, one case" were compiled, and the fault handling and emergency channel allocation of power generation vehicles were completed.
Since the heating season of 20 17, State Grid Beijing Electric Power has put forward five service measures for more than 100 million coal-fired power users, namely, daily electricity purchase without leaving the village, all-weather emergency service, party member door-to-door power transmission service, multi-party collaborative heating and reliable and guaranteed power supply, and continuously improved the service guarantee measures according to the needs and actual characteristics of coal-fired power users in the heating season.
Measure 1: you can't go out of the village to buy electricity every day. Rural "coal to electricity" users do not implement the ladder electricity price all year round. In the low valley period (20: 00- 8: 00 the next day), users only pay 0. 1 yuan/kwh (the government directly subsidizes 0.2 yuan/kwh), and 0.4883 yuan/kwh is implemented in other periods. Through Pocket Power APP, official account of Beijing Electric Power WeChat, Alipay, village post station, village supermarket, etc., "coal to electricity" users can buy electricity without leaving the village.
Initiative 2: All-weather emergency service. There are 256 emergency repair points, 96 special emergency rescue teams/kloc-0, 50 power generation vehicles/kloc-0 in different regions, and 286 sets of low-voltage quick access devices in the "coal to electricity" village in the city. The time for the emergency repair personnel to arrive at the site shall not exceed 30 minutes; Provide 24-hour emergency power transmission service through 95598 and "Pocket Power" APP to ensure the success of power transmission within 1 hour.
Initiative 3: party member door-to-door service. The village of "coal to electricity" has established 89 service teams, 492 service stations and 1056 service posts. Responsible for supporting the power grid construction, emergency fault handling, power grid operation and maintenance of "coal to electricity", eliminating hidden dangers in time, going deep into users' homes for publicity, issuing "love cards" to vulnerable groups and carrying out voluntary assistance.
Initiative 4: Multi-party cooperation to ensure heating. For the demands reflected by users of "coal to electricity" through service channels such as 95598, 12398, 12345, the working standard of quick disposal and one-time solution shall be established. Each village should set up a power housekeeper, establish a power housekeeper service manual, form a hotline contact mechanism with the maintenance outlets of heating equipment manufacturers, provide timely emergency repair services for power supply and heating equipment, and provide more efficient collaborative support services for customers who change coal into electricity.
Measure 5: The power supply is reliable and guaranteed. In view of the load growth of "coal to electricity", the "one line, one case" and "one village, one case" for the power supply guarantee of "coal to electricity" were compiled line by line, village by village and district by district, the emergency deployment of emergency passages for generator cars and fault handling in the district was implemented, and the emergency response mechanisms at the second, third and fourth levels were defined. Make every effort to ensure that users of "coal to electricity" use electricity in winter and spring.
