The starting point of China civilization is still controversial. The authoritative view is that the Xia Dynasty was founded around 2 1 century.
Therefore, if we look at the starting time of national division of civilization, India should be earlier.
If we go further, Lamarcosaurus (1400 to 7 million years ago) found fossils in both India and Lufeng, China, so this period can't be compared, Australopithecus (two or three million years ago) has no comparative value, and Homo erectus (170/1500,000 years ago) was in China. Late Homo sapiens (from 40,000 years ago to 1000 years ago) also distributed in Asia, Africa and Latin America, which is incomparable. So I don't think the human records before these civilizations are of any comparative value, because the exact time when human beings fully evolved into adults is still under discussion.
In short, if we compare it from the starting point of civilization alone, it should be comparable. To be precise, India is about 200 years earlier than China.
