How did the patent system come into being and develop?
1. Origin of the patent system 1474 19 On March 9th, Venice promulgated the world's first patent law. Although the law is relatively simple, it already contains the basic characteristics and contents of modern patent law, so Venice is considered as the birthplace of the patent system, and the patent law promulgated in Venice is considered as the embryonic form of patent law in the modern sense. 2. Development of the patent system (1) 1623 The British Parliament passed and promulgated the Monopoly Ordinance, which came into effect on 1624. This regulation is considered as the first patent law with modern significance in the world. The appearance of British patent system marks that the modern patent system has entered a stage of development. (2) Since then, the United States, France, the Netherlands, Austria, Germany, Japan and other countries have successively formulated and promulgated patent laws. (3) 1883 On March 20th, Britain, France, Belgium, Italy, Netherlands, Portugal and Spain 14 countries signed the Paris Convention for the Protection of Industrial Property at the diplomatic conference in Paris, France, and established the Paris Union for the International Protection of Industrial Property. (4) After World War II, the patent system tends to be internationalized. The signing of the Convention on the Establishment of the World Intellectual Property Organization, the Patent Cooperation Treaty and the European Patent Convention has further accelerated the internationalization of the patent system and promoted its perfection.
