The meeting was presided over by Li. He first introduced the preparations for the meeting, explaining that less than half of the Central Committee members attended the meeting and could only hold an emergency meeting of the Central Committee. Then three agendas of the meeting were announced: 1. Report of the representative of the Comintern; 2. Report of representatives of the Central Standing Committee; 3. The first item on the agenda of the meeting was that Luo Mingnaz, the representative of the Communist International, reported on the Party's past mistakes and new line. In his report, he pointed out the importance and urgency of convening an emergency meeting of the Central Committee and the problems to be solved at this meeting. Then, he made a speech on the main contents of the draft of party member Letter from the Central Executive Committee of China to the whole Party. First of all, he analyzed the situation of all classes in China, indicating that only the proletariat can lead the China Revolution. Only under the leadership of the proletariat can farmers in China realize their own liberation. If the Party had led the peasants correctly in the past, failed to make concessions to the Kuomintang on the peasant issue, failed to stop the peasant movement and adhered to the independence of the Party, the revolution would not have failed. It was not until the August 1st Nanchang Uprising that the China Revolution began to take a firm turn. He also criticized China's mistake of giving up the party's leadership in the United front. At the same time, I don't think we should quit the Kuomintang yet.
After the report of the international delegates, it is said that the Standing Committee has accepted this report, and now please discuss it. Subsequently, Deng Zhongxia, Cai Hesen, Peng Gongda, Ren, Li Zifen and Qu Qiubai all made speeches. Everyone's speech mainly focused on the following three aspects:
1. On the opportunist line in the United Front. Cai Hesen and Ren believed that in the past, the Party only attached importance to a few top leaders on the issue of United front, ignoring the broad masses of workers and peasants, which made the Party lose its mass base. Deng Zhongxia said that in the past, many comrades felt that the guidance of the Central Committee was not good. Now, we can see more clearly from the facts. Opportunism did not happen today, but a long time ago. Now, due to the intensification of class struggle, it is more obvious. Luo Yinong believes that before the Fifth National Congress, the Party overestimated the big bourgeoisie. The Big Five overestimated the petty bourgeoisie, so they overestimated the Kuomintang. Deng Zhongxia said that even landlords and comprador warlords such as Tan, Tang Shengzhi and others were considered petty bourgeoisie. In short, due to the mistakes in class estimation and class analysis, this will inevitably lead to the mistakes of the central guiding line in the past. Cai Hesen, Deng Zhongxia and Ren also criticized Chen Duxiu's feudal paternalism and demanded that Chen Duxiu's leading position be removed.
Second, about farmers and land issues. Mao Zedong criticized the mistakes made by the Central Committee against the peasant movement in the past with his own personal experience. He said: the peasants want revolution, and the party close to the peasants also wants revolution, but the party department at the upper level is different. I made a report on my opinions in Hunan and also made a report to the Central Committee, but this report has influence in Hunan, but it has no influence on the Central Committee. The masses inside and outside the party want revolution, but the party's instructors don't. Cai Hesen said that the Fifth National Congress focused on the agrarian revolution and made good resolutions, but after the Congress, the central authorities did not implement them, but adopted an attitude of suppressing the peasant movement. Ren said: the party has no determination to carry out the agrarian revolution, and put forward the theory that the agrarian revolution is a very long process, but I don't know that this is the current action program.
Third, about military work and armed struggle. In his speech, Mao Zedong criticized Chen Duxiu's mistake of not doing military work, and put forward the idea of political power out of a barrel for the first time. He said, Chiang Kai-shek and Tang Shengzhi both started with guns, and we no longer attach importance to them, but we still don't have a solid concept. For example, the autumn harvest uprising must rely on the army. This meeting should pay attention to this issue, and the new Politburo Standing Committee should pay more attention to this issue. Hunan's failure this time was completely subjective, and we should attach great importance to it militarily in the future. "We should know that political power is obtained through the barrel of a gun." Luo Yinong said that in the past, the party did not pay attention to seizing power by armed forces, and Shanghai and Hunan all gave up halfway, which was very wrong.
After discussing the above issues, the international delegates made concluding remarks and described the situation and nature of the revolution. Then a vote was taken and a letter from the Central Executive Committee of China to the party's party member was unanimously adopted. Party member emphasized in his letter to the whole party: "The revolutionary party of the working class can correct its mistakes only through public criticism, and the whole party and party member should participate in such criticism. Proletarian political parties are not afraid to admit their mistakes openly. If communist party people can't criticize the Party's mistakes, omissions and shortcomings without fear or taboo, then communist party people will be finished. Our party openly admits and corrects its mistakes, which is not a sign of weakness, but a proof of the strength of the communist movement in China ... We are the most advanced class, and the vanguard of the proletariat can learn from its own mistakes, expose its own mistakes without fear, and have the power to resolutely correct them. "
The second agenda of the meeting was a report by Qu Qiubai on behalf of the Standing Committee of the Central Committee. The report pointed out: the main thing now is to create new forces from the agrarian revolution, and our army is completely helping the agrarian revolution. Farmers demand riots, and there are still many armed forces everywhere. With such a good opportunity and so much strength, we are bound to ignite the line of fire and cause the agrarian revolution. The report puts forward three strategic principles for future work: first, pay attention to fighting for leadership with the bourgeoisie and expose Wang Jingwei's mask of democracy; Second, we should attach importance to the masses and unite with the real left; Third, organize a temporary revolutionary government in the revolution. At the end of the report, it is also proposed to attach importance to the work of uniting the left wing of the Kuomintang revolution and strengthen the work among the army and soldiers.
After Qu Qiubai's report, the meeting discussed and adopted the latest resolutions on the peasant struggle, the workers' movement and the party's organization, and ratified the letter 1927 sent by the Central Executive Committee of the Kuomintang in China to the revolutionary comrades of the Kuomintang in China in July.
The Resolution on Recent Peasants' Struggle adopted at the meeting pointed out: "The most important task at present is to prepare farmers' general uprisings in vast areas as systematically and systematically as possible, and make use of the key to the fierce class struggle in rural areas during this autumn harvest to mobilize and organize farmers to hold autumn harvest riots." The meeting demanded that the Central Party Department and the Communist Youth League organs "should transfer the most active, strong, revolutionary, stable and experienced comrades to major provinces as far as possible as organizers of peasant riots."
The resolution of the workers' movement recently adopted by the meeting pointed out: "Attention should be paid to armed workers and their military training such as riots and street fighting, and they should immediately prepare to respond to the riots of rural farmers and overthrow the counter-revolutionary regime." "The working class should always be ready to lead and participate in armed riots. On the basis of the victory of rural peasants, overthrow the counter-revolutionary regime and establish a revolutionary civilian civil rights municipal government. "
The third item on the agenda of the meeting is the election of provisional the Political Bureau of the Central Committee. After heated discussion, nine temporary members of the Political Bureau of the Communist Party of China Central Committee were selected: Su, Xiang, Qu Qiubai, Gu, Wang Hebo, Li, Peng Pai and Ren. 7 alternate members: Deng Zhongxia,,, Peng Gongda, Zhang, Zhang and Li.

The meeting also decided that Wang Hebo would be the secretary of Beifangju and Cai Hesen would be the secretary. Appointed Zhang as secretary of Guangdong Provincial Party Committee; Mao Zedong went to Hunan to lead the autumn harvest uprising.
