/kloc-At the beginning of the 9th century, Britain established a professional police force in the modern sense for the first time in the world according to the historical tradition of its policing mode and the development needs of British society at that time. The reason why Britain can take the lead in establishing a modern police system mainly stems from two points:
First, the early police practitioners found a police working method suitable for the British national conditions through bold innovation of police working methods.
Second, while practicing and innovating, a group of scholars emerged and made fruitful explorations for the establishment of the new police system in theory.
