These problems do not exist in Photoshop CS4. You can press the shortcut key b to try. I have never encountered such a problem, nor have I seen anyone with similar problems. The tool is integrated in Photoshop, not inserted into Photoshop as a plug-in, so even the simplified version is unlikely to have such a problem. Are you unfamiliar with Photoshop just now, or is there something wrong with the software ... If not, you can delete it and reinstall it.
