When did the Regulations on Letters and Visits come out?
The regulations on letters and visits recently issued by the Central Committee of the Communist Party of China and the State Council came into effect on May 1.

The Regulations on Letters and Visits is the first inner-party regulation formulated and promulgated by China since the founding of New China. It is a symbolic achievement of the reform of the petition system in the new era, a programmatic document to promote the high-quality development of the petition work at a new historical starting point, and a basic follow-up of the petition work.

The regulations sum up the long-term experience of the party's leadership and the petition work, especially the achievements of the reform of the petition system since the 18 th National Congress of the Communist Party of China, uphold and strengthen the party's overall leadership over the petition work, and rationalize the system and mechanism of the petition work, which is the basic follow-up of the petition work in the new era.

The regulations define the "three important" orientations of letters and visits in the new era, that is, letters and visits are an important part of the party's mass work, an important task for the party and the government to understand people's feelings, concentrate people's wisdom, safeguard people's interests and rally people's hearts, and an important way for organs and units at all levels and their leading cadres and staff to accept mass supervision and improve their work style.

The top-level design consists of 6 chapters and 50 provisions, focusing on the general requirements, work system and work pattern, handling procedures and supervision system of letters and visits in the new period, which provides fundamental guidance for the people's courts to do a good job in letters and visits in the new period.
