The third shift of work focus is to shift the work focus of the whole party to socialist modernization. 1978, the Third Plenary Session of the 11th China Producers' Party was held in Beijing. After ten years of turmoil, ideological and theoretical circles began to discuss the standard of truth, which prepared the conditions for the convening of the plenary session and the shift of the focus of the party's work. The plenary session resolutely stopped the wrong policy of "taking class struggle as the key link" and decided to shift the focus of the party's work to socialist modernization.
