This summer vacation, the research study topic of our geography research study group is "the urbanization process of Jiaonan City". To this end, our geographical group has collected and sorted out relevant information in groups.
First of all, we learned from Jiaonan government website that in 2008, the city's GDP reached 43.963 billion yuan, an increase of 65.438+03.2% over the previous year, of which the added value of the primary industry was 3.54 billion yuan, an increase of 0.8%. The added value of the secondary industry was 258,365.438 billion yuan, an increase of 65.438+04%; The added value of the tertiary industry was 65.438+04.592 billion yuan, an increase of 654.38+04.6%; The proportion of primary, secondary and tertiary industries is 8.05: 58.76: 33. 19. The general budget revenue of local finance was 2.35 billion yuan, an increase of 14.3%. The per capita net income of farmers was 8382 yuan, an increase of13.69%; Per capita disposable income of urban residents 174 16 yuan, with an increase of 14.438+06%. The investment in fixed assets of the whole society was 2.410.80 billion yuan, an increase of 18.7%. The basic competitiveness of county economy jumped to the 20th place among the top 100 counties (cities) in China. This shows that the city's economic development is in good condition.
Secondly, my team members learned from Jiaonan Information Network that from 199 1 to 200 1, Jiaonan's urban population increased from 80,000 to 200,000, and its urban area expanded from 10 square kilometer to 29 square kilometers, successively entering "the first batch of garden cities in Shandong Province" and "the national advanced city in landscaping". In this ever-changing 10 year, Jiaonan has successfully achieved a leap from a rural county to a modern medium-sized coastal city, which has become a colorful page in the historical picture of rural urbanization in the suburbs of Qingdao. From this, we come to the conclusion that there is no beautiful city without strong industry.
During the research, we also studied the industrial development of Jiaonan. Research shows that the formation and development of cities are the companion of industrialization. Every footprint in the process of rural urbanization in Jiaonan city is in the same strain as the hurried pace of industrialization in the whole city.
Before 1990, the county economy in Jiaonan was dominated by agriculture. In that year, the added value of agriculture accounted for nearly 50% of GDP. With the rapid development of rural industrialization and urbanization in the suburbs of Qingdao, there is a huge gap between this development model based on agricultural economy and the requirements of urbanization; The development of secondary and tertiary industries is slow, a large number of rural surplus labor have nowhere to transfer, local finance is stretched, and investment in infrastructure construction is seriously insufficient. In order to reverse this situation, Jiaonan City put forward the development strategy of "three modernizations", namely, agricultural industrialization, city-wide industrialization and rural urbanization. They believe that industrialization is the core of the "three modernizations". Only by realizing industrialization can urbanization have the foundation and conditions, and agricultural industrialization can be supported. Through hard work, the scale of industrial economy in Jiaonan City has expanded rapidly, and the pattern of excellent and strong industries has begun to take shape. Eight dominant industries, such as machinery, rubber, paper making, chemical industry, building materials, food and beverage, shipbuilding and automobile, have been initially cultivated. Forty-three enterprises in the city have entered the ranks of large and medium-sized enterprises in China, 30 enterprises have annual sales income exceeding 100 million yuan, and 3 enterprises have entered the "Top Ten" of Qingdao county economy. By 2000, the proportion of industry in GDP reached 49.8%. We know that once the leading position of industry in the national economy is established, urbanization will have strong support and motivation. First of all, infrastructure and urban construction have sources of funds. The "one road, one city, one river, one park and one forest" project, which started construction in 2000, is a new bright spot in the future urban area. Secondly, with the continuous improvement of regional industrialization level, the employment space provided by cities and towns is increasing, and the proportion of employment in non-agricultural industries is increasing rapidly. Since 1996, although the natural population growth rate in Jiaonan City has remained between six and three thousandths, the agricultural population has been declining at the rate of ten thousand people per year, and most of them have moved to cities. There are more than 300,000 people engaged in township enterprises and related industries in rural areas, accounting for more than 70% of the rural labor force.
Moreover, in the process of urban construction and development in Jiaonan, there has always been an invisible hand, which has cleared people's conceptual obstacles and lifted the shackles from capital, land and other aspects. This invisible hand is "the means of market operation".
By leveraging development, our municipal government has made Jiaonan's urban infrastructure construction embark on the fast track of capital operation.
In April, 2000, the right to use idle land was auctioned for the first time in Jiaonan City, and 9.9 mu of land that had been sleeping for many years was instantly exchanged for 6.8 million yuan. In this way, our city raised 32.45 million yuan of construction funds last year.
Athena Chu Town, which won the title of "National Model Town for Small Town Construction", has a built-up area of 5 square kilometers, initially showing the elegance of "Garden City". In 2000 alone, the town spent 99.65 million yuan on the construction of small towns, of which the government only invested 120,000 yuan, accounting for only 12. 1%, and most of the rest came from society.
In recent years, social and foreign investment accounted for more than 80% of the billions of yuan invested in urbanization construction in Jiaonan City. The small amount of money invested by the government has played a role in attracting jade. For the land in the urban planning area, the government should monopolize the primary land market, liberalize and enliven the secondary land market, and flexibly use market means to revitalize the land stock. At the same time, they established a diversified investment and financing mechanism of government, collective, individual, domestic capital and foreign capital by auctioning the right to operate infrastructure and attracting investment. They also actively used market means to promote the reform of the housing system, and issued 1998 "Opinions on Developing and Building Affordable Housing". In just a few days, nearly 300 million yuan of construction funds have been put in place, and the government has built more than 600,000 square meters of residential areas without investing a penny. Private funds have been activated, and foreign capital is not far behind. Hong Kong Waylon Company is optimistic about the development potential of the new urban area in eastern Jiaonan, and has invested a huge sum of US$ 6,543,800+million at one time. It is a large-scale modern comprehensive shopping center with a building area of 6.5438+0.2 million square meters, which integrates commerce, finance, culture, leisure, entertainment, catering and warehousing, and shows the infinite charm here to the world.
However, while emphasizing economic development, our municipal government has not forgotten to serve the people.
Upstairs and downstairs, electric lights and telephones, once the dreams of generations in rural areas, have finally become a reality today. In Beigaojiazhuang Village, Athena Chu Town, Jiaonan City, 70 villagers lived in villa-style buildings, spacious and bright primary school teaching buildings, well-equipped peasant apartments and fully functional cultural compound, showing the world the scenery of modern countryside. The earth-shaking changes in the village of Beigaojiazhuang show a simple truth: to promote rural urbanization, it must conform to the vital interests of the masses and let them get benefits from it.
"People-oriented, benefit the people" is the principle that Jiaonan has always followed in the ten-year history of urban construction.
In April last year, the first phase development of Jiaonan Haibin Industrial Park occupied more than 2,000 mu of land in Dashaotou Village, Zhuhai Sub-district Office. In order to accommodate the surplus labor force in this village, the city has planned to build a comprehensive business building of 200,000 square meters in the agricultural and sideline products wholesale market in the south of the city, which can accommodate 500 households, eliminating the worries of the masses and solving the way for villagers to become residents.
"Never let farmers lose their jobs under the conditions of urbanization", Jiaonan City puts the transfer and digestion of rural labor force in the first place in the process of urbanization development. For the young newborn labor force, it is mainly absorbed and digested by developing industry and individual and private economy; For the elderly who have lost their ability to work, the city has established a three-level living security fund at city, township and village levels; On the one hand, the rural labor force around 50 years old should give priority to setting up public services; On the other hand, we should choose a prime location, build commercial facilities by means of joint-stock cooperative system, and implement family operation or lease operation. In order to cope with the housing difficulties and housing shortage caused by the influx of a large number of migrants, in recent years, Jiaonan City has actively implemented the "housing project" to speed up housing construction, with an annual scale of over 654.38+10,000 square meters. Especially since the development and construction of affordable housing from 65438 to 0998, it has achieved extraordinary development. The new residential area in the east is named "Century New Village". Together with the living areas of Zhuhai, Huanghai, Binhai and Li Kang in the western cities, it bears the hope of urban residents to live and work in peace and contentment. Up to now, the per capita living area of urban residents in this city has reached 1 1.8 square meters. In recent years, Jiaonan City has also adhered to the principle of "paying attention to the construction of ecological environment and following the harmony and unity between man and nature", continuously improved urban infrastructure, invested a total of 565.438 billion yuan, and successively organized and implemented a number of key projects such as west-to-east gas transmission, sewage treatment, central heating, power grid transformation, and urban road widening and hardening. In particular, the comprehensive management of the Fenghe River has turned the "harmful river" that seriously threatens the safety of people's lives and property into a "beneficial river" that integrates flood control, water storage, transportation, greening and beautification, and leisure and entertainment, and has become a "golden floating belt" around Jiaonan City. The construction of Shuangzhu Park, Street Garden, Binhai Forest Park, Coastal Shelterbelt and a number of large-scale garden green spaces has made the city's urban green coverage rate reach 37.7%, and the per capita public green space is 8.46 square meters. Let Jiaonan become a "green city".
Through the above investigation, we have seen the development process of Jiaonan, the efforts made by Jiaonan municipal government to develop Jiaonan, and the concern of the party and government for the broad masses of the people. We are deeply proud that we are Jiaonan people.
