Ronghe County originally belonged to Wei in the Eastern Zhou Dynasty, also known as "Wei Sui". The Warring States period was Fenyin County, Wei Dynasty, the first year after the Western Han Dynasty (BC 163), and the Emperor Wu of the Han Dynasty "Dongxing Fenyin" set up a Houtu Temple in Fenyin Sui. It is said that there used to be a platform of Xuanyuan Huangdi. Since Emperor Wu of the Han Dynasty, the Houtu Temple of Fenyin has become a place for emperors to worship the land gods. During the Kaiyuan period of the Tang Dynasty, Emperor Xuanzong visited this temple three times to expand Houtu Temple. After offering sacrifices to Houtu, Song Zhenzong rebuilt the Houtu Temple, and changed its name to Ronghe County because it was "glorious beyond the river".

" This is an autumn wind poem written by Emperor Wu of the Han Dynasty 1 13 in Fenyin (now Wanrong County). The inscription of the poem is stored in the three-story brick building of Houtu Temple on the east bank of the southwest Yellow River in Wanrong County, hence the name "Autumn Wind Building".
