1923 July 16-23, the second national congress of China was held in Shanghai. The meeting discussed the political and economic situation and revolutionary tasks of China society, and formulated the party's minimum program and maximum program according to Lenin's theory on ethnic and colonial issues and his exploration of the basic issues of China revolution after the founding of the Party. The party's minimum program, that is, the party's program in the stage of democratic revolution, is: eliminate civil strife, overthrow warlords, and establish domestic peace; Overthrow the oppression of international imperialism and realize the complete independence of the Chinese nation; Unify China and become a true democratic republic. The party's highest program is: after realizing the lowest program, establish the politics of dictatorship of workers and peasants, eliminate the private property system, and gradually achieve communism. Although the understanding of proletarian leadership, armed struggle and peasant land in the democratic revolution is not clear, it put forward a thorough anti-imperialist and anti-feudal program for the first time in the revolutionary history of modern China.
