I. Objectives and tasks
In view of the deep poverty level, weak ability to get rid of poverty and difficulties in tackling difficulties of disabled families who have not yet got rid of poverty.
In the difficult reality, we should conscientiously implement the basic strategy of tackling poverty, closely follow the task decomposition arrangement of the county party committee and the county government, make efforts to solve the outstanding difficulties of poor families caused by disability, further strengthen classified policies, coordinate and cooperate with the departments of development and reform, education, civil affairs, finance, water affairs, human society, housing construction, agriculture and rural areas, medical and health care, and poverty alleviation, and take more powerful and accurate measures to help the poor disabled through poverty alleviation actions and the implementation of basic projects.
Second, the basic principles
(1) Insist on highlighting key points and difficulties. Focus on the problems of poor families with disabilities, such as weak ability to get rid of poverty, high rehabilitation medical expenses, heavy family economic burden, long-term care for severely disabled people restricting family labor to go out to work, resulting in low family income and difficulty in getting rid of poverty. According to the household policy, actively carry out centralized care and neighborhood care services, release the family labor force, and create conditions for family members to increase their income.
(2) Insist on making up the shortcomings. It is necessary to pay close attention to increasing the income of poor disabled families, planting and raising them in the right place, supporting disabled people to develop production independently, and constantly enhancing the endogenous motivation to get rid of poverty. Benchmarking the "two guarantees and three guarantees", we will focus on solving the outstanding difficulties of poor disabled people in basic living, compulsory education, rehabilitation, foster care, and family barrier-free transformation, and adjust measures according to local conditions and accurately improve the effectiveness of accurate poverty alleviation for disabled people.
(3) Insist on improving the effectiveness of assistance. In view of the fact that most of the severely disabled people in poverty are unable to work, priority should be given to bringing the poor people who are unable to work into the asset income poverty alleviation project, innovating the organization form of poverty alleviation industry, constructing the interest linkage mechanism, increasing financial support for poverty alleviation, deepening the cooperation mechanism between the east and the west, and promoting the disabled to increase their income and get rid of poverty through reform and innovation. More effective measures should be taken to tackle the "hard bones".
(4) Adhere to poverty alleviation quality standards. Implement the requirements of accurate poverty alleviation, strengthen the protection of poor disabled people, implement the overlapping measures of rural subsistence allowances and disabled people, implement basic medical care, basic old-age insurance subsidies and serious illness assistance, and reduce the family expenses of poor disabled people;
Broaden the income-increasing channels for poor disabled people, lay a solid foundation for poverty alleviation, ensure that poor disabled people are both "out of poverty" and "out of poverty", and truly achieve high-quality poverty alleviation.
Third, the main measures
(A) to strengthen the protection of the bottom
1. Promote the verification of disability grade and the handling of disability certificate. All township disabled persons' federations conduct dragnet investigations in villages and communities, and publicize and mobilize disabled people who meet the requirements for accreditation to apply for disability certificates. According to "Measures for the Administration of Disabled Persons' Cards in People's Republic of China (PRC)", "Measures for the Administration of Disabled Persons' Cards in Gansu Province" and "Working Rules for the Classification Assessment of Disabled Persons in Gansu Province", the County Disabled Persons' Federation and the County Health Planning Bureau work closely together to supervise and guide all kinds of disability assessment teams and staff at all levels to strictly perform their duties. For applicants who have serious physical and mental disorders (physical, mental and intellectual) and are over 70 years old and cannot go out to participate in the assessment, the County Disabled Persons' Federation may entrust the County Health and Family Planning Bureau to organize the personnel of the Disability Assessment Committee to go home to assess the disability.
2. Improve the minimum living security system for poor disabled people. The county and township disabled persons' federations have a dynamic grasp of the subsistence allowances enjoyed by disabled persons with filing cards, and cooperate with the civil affairs departments in the dynamic adjustment of rural subsistence allowances, and timely include the disabled persons who meet the requirements due to dynamic changes into the scope of protection, and timely adjust the subsistence allowances for inaccurate categories, so as to achieve "all guarantees should be guaranteed". Adult severely disabled persons who rely on family support, civil affairs departments should be included in the scope of subsistence allowances according to the provisions of "single insurance". For severely disabled people who still have difficulties in living after obtaining the subsistence allowance, coordinate the civil affairs departments to take temporary assistance and other measures to ensure their basic livelihood.
3. Implement two subsidy systems for the disabled. Strengthen the publicity of the two subsidy policies, help qualified disabled people to go through the application and review procedures, and cooperate with the civil affairs departments to do a good job in linking the two subsidy systems for disabled people with other social security policies. Living allowance for disabled people with difficulties in urban low-income families and rural low-income families 100 yuan per person per month;
Living allowance for disabled people with difficulties from three or four types of low-income families in rural areas is 50 yuan per person per month. Nursing allowance for a number of disabled persons with first-class limbs and eyesight, first-class intelligence and second-class spirit, including any of the above six categories, is RMB 100 per person per month;
Speech and hearing 1 and 2, limb and vision 2. The nursing allowance for people with multiple disabilities with any of the above 6 categories is 50 yuan per person per month.
4. Carry out nursing services for severely impoverished disabled people. Implement the Notice of Gansu Provincial Department of Finance, Gansu Provincial Health and Wellness Committee, Gansu Provincial Poverty Alleviation Office, Gansu Provincial Disabled Persons' Federation on Doing a Good Job in Care Services for Poor Severe Disabled Persons (Gan Minfa (2019) No.87), promote the development of care services for severely disabled people in rural areas, make full use of existing pension institutions, welfare facilities, medical institutions and rural collective idle resources, and establish and improve township communities. For those who meet the conditions of poor support, 300 yuan, a foster care institution, 200 yuan, a foster care institution, and Kloc-0/00 yuan, a foster care institution, are given monthly to the disabled who have the ability to take care of themselves, so as to solve the care problem of the families of severely disabled people with poor disabilities who have set up a file.
Those who meet the conditions of poor support, those who have no intention of centralized foster care and can't take care of themselves at all, enjoy the foster care subsidy of 300 yuan per person per month, those who can't take care of themselves, enjoy the foster care subsidy of 200 yuan per person per month, and those who can't take care of themselves enjoy the foster care subsidy of 100 yuan per person per month;
For the mentally and intellectually disabled who take care of themselves at home, 800 yuan will be subsidized per person per year for rural hukou, and 1.500 yuan for urban hukou. Rural households and foster care institutions should further rely on the responsibility of guardians, sign guardianship agreements, and provide services such as laundry, cooking, cleaning, purchasing supplies and sending medicines to doctors according to the needs of disabled people's life care. Gradually solve the difficulties of support and care for poor families with severe disabilities, further improve the life happiness index of poor disabled people, and release their family labor force.
5. Ensure housing security and family accessibility. Cooperate with the development and reform department, give active support to poor households with disabilities who meet the conditions of ex situ relocation policy and voluntarily relocate, and give priority to supporting policies such as housing, social security, employment and entrepreneurship, and financial credit. To ensure that the relocated disabled can get rid of poverty stably through comprehensive support. Cooperate with the housing construction department to complete the clean-up of dangerous houses for the disabled in rural areas. At the same time, for poor families with disabilities (disabled people with grade two or three limbs and grade one or two eyesight) who set up their cards in rural areas, they are willing and qualified to carry out barrier-free transformation of their families. Families with physical disabilities focus on installing handrails, refitting toilet chairs, installing movable ramps, building toilets and hardening passages;
Families of the blind and disabled will focus on installing handrails and laying blind roads, and each household will implement a renovation fund of about 3,500 yuan to ensure that the family life of the disabled is barrier-free.
(2) Strengthening rehabilitation and poverty alleviation.
6. In-depth implementation of accurate rehabilitation services for the disabled. The county finance will incorporate the rehabilitation assistance funds for disabled children into the fiscal budget, fully implement the rehabilitation assistance policy for disabled children, and provide free rehabilitation services such as surgery, assistive devices adaptation and rehabilitation training for children with disabilities such as vision, hearing, speech, limbs and intelligence. In the families of disabled people aged 0-6 who have not been out of poverty. Twenty-nine basic medical rehabilitation programs for the disabled, including cataract surgery, corrective surgery for children with physical disabilities and mental rehabilitation, will be included in the basic medical insurance coverage for urban and rural residents. Strengthen the rescue and service management for patients with severe mental illness, and in the case of unsupervised or social accidents, the public security organs will send patients with severe mental illness to mental hospitals for treatment and rehabilitation.
(c) Education helps the poor.
7. Implement education aid for different age groups. Give full play to the role of the county education expert committee for the disabled, evaluate the physical condition, ability to receive education and ability to adapt to school life of disabled children and adolescents who are not enrolled in school, implement "one person, one case", determine the education form one by one, and solve their education problems one by one. All eligible disabled students with family financial difficulties in preschool stage, compulsory stage, high school stage and university stage will be included in the scope of student financial assistance, and they will enjoy corresponding financial assistance policies according to the standards of each stage. In addition, the county disabled persons' Federation subsidizes 3,000 yuan per disabled college student per year.
(d) Promoting industrial poverty alleviation
8. Strengthen industrial poverty alleviation support for poor disabled people. Further implement the Guiding Opinions of Gansu Provincial Department of Agriculture and Rural Affairs and Gansu Provincial Poverty Alleviation and Development Office of Gansu Provincial Department of Finance on Further Strengthening the Use and Management of Household Industry Support Funds (Gan Nongfa [2065438+08] No.60), manage the county's industrial support fund accounts for the disabled, and give priority to bringing poor disabled people into the scope of industrial poverty alleviation. Subsidize the development of industries, invest in leading enterprises or professional cooperatives that are closely related to the development of poor households and have good poverty alleviation effects, and ensure that families with disabilities increase their income by participating in dividends. According to the population of poor families, employment situation and farmers' wishes, families with special difficulties will be compensated in accordance with the Measures of zhenyuan county Municipality for Supporting Industries to Help the Poor (No.201840 issued by the Town Poverty Alleviation Office) and the Measures of zhenyuan county Municipality for Supporting Five Small Industries for Poor Households.
9. Carry out base poverty alleviation. Strive for funds in many ways, take farmers' professional cooperatives, large capable people, agriculture-related companies and enterprises as the cultivation targets, support the development of poverty alleviation bases for the employment of disabled people, resettle the employment of poor disabled people, and radiate to increase the income of disabled families.
10. Promote asset income to help the poor. In the process of determining the special financial poverty alleviation funds and quantifying the asset income of facility agriculture, photovoltaic, hydropower and rural tourism projects formed by agriculture-related funds, as well as the asset income distribution formed by land transfer, homestead use and resource development, priority is given to families impoverished by disability, and the proportion of asset income distribution is appropriately increased for families impoverished by disability identified as poor households. With the help of the "three reforms" reform, poverty alleviation models such as quantitative stock discount, guaranteed capital discount and dividend payment will be improved, and financial poverty alleviation funds and employment security fund for the disabled will be introduced to quantify the shares of the poor disabled in economic entities such as farmers' cooperatives and poverty alleviation employment bases for the disabled, so as to enjoy dividends at the end of the year and realize income increase and poverty alleviation.
(5) Promoting employment and helping the poor.
1 1. Support the poor disabled family labor force to transfer employment locally and nearby. Further implement the "Implementation Opinions of Gansu Provincial People's Government on Promoting Employment at Present and in the Future" (Gan [20 1 8] No.78), integrate all kinds of training resources, increase the training of labor skills and practical technologies for rural poor disabled people, and strive to have at least 1-2 practical income-increasing technologies for poor disabled families. Promote rural poor disabled families to transfer employment in a planned and organized way. Encourage "poverty alleviation workshops" to stably absorb the labor force of poor disabled families in rural areas for local employment. To develop rural public welfare posts, all towns and villages should employ at least 1-2 qualified family laborers with disabilities who have set up files and set up cards, and continuously increase the wage income of poor families with disabilities.
(6) Seek help from all parties.
10. Help the disabled as a whole and carry out poverty alleviation cooperation between the east and the west. Strengthen communication and docking with the East-West Poverty Alleviation Cooperation in Jinghai District, Tianjin to help the poor and disabled, actively introduce assistance resources, refine assistance agreements, accurately help with love, gradually improve the quality of assistance, and develop and improve long-term cooperation mechanisms. Relying on the assistance work in villages, we will strengthen the coordination and docking of work, mobilize party and government organs, people's organizations, non-public enterprises, social organizations, volunteers and social caring people, actively participate in the assistance work for the poor disabled, and increase the assistance work for the poor disabled.
Fourth, the job requirements
(1) Raise the position and make an all-out attack. All towns and responsible departments should take winning the battle against poverty in an all-round way with high quality as a major political task, as an important measure to strengthen the "four consciousnesses", strengthen the "four self-confidences" and realize the "two maintenance", earnestly enhance their sense of political responsibility and historical mission, stick to their goals, strengthen their responsibilities and work hard, and lead the poor disabled to strengthen their confidence, struggle hard and struggle hard with a more high-spirited mental state and a more solid work style.
(2) Actively coordinate and make solid progress. It is necessary to cooperate with the civil affairs departments to implement various rescue policies to ensure that qualified disabled people with filing cards should be guaranteed and rescued;
It is necessary to cooperate with the development and reform, housing construction and other departments to effectively guarantee the safe housing of poor disabled people and accelerate the barrier-free transformation of families.
(3) In-depth publicity to stimulate motivation. The county and township disabled persons' federations should increase the propaganda of poverty alleviation policies and make clear and clear the policies to help the disabled get rid of poverty;
It is necessary to strengthen publicity and reporting on poverty alleviation work for poor disabled people, and guide the whole society to help them participate in poverty alleviation for poor disabled people by publicizing typical poor disabled people and typical poor disabled people. Stimulate the enthusiasm and endogenous motivation of poor disabled people to get rid of poverty and help them strengthen their confidence and determination to get rid of poverty and run a well-off society.
