Yibin was the first place to choose, but it was abandoned for various reasons. Later, it was decided to choose a site between Chongqing and Chengdu, but both cities strongly disagreed. Why? There was no concept of attracting investment at that time. For such a big factory, it will be a heavy burden for the city to eat, drink and issue tickets with a large number of food stamps. After much consideration, we decided to build the factory in Dazu. 1966 heavy truck factory was officially put into production in Dazu.

1974 Central Committee held 12 key enterprise briefing meeting, which was attended by Premier Zhou, and leaders of heavy automobile factories such as Marxism-Leninism and Chen Dezhi also attended. According to the records of Shuangqiao District, it was near the Spring Festival and the Cultural Revolution was not over yet. There are two factions fighting in the factory, and the contradiction has never been reconciled. Premier Zhou asked, "Do you have any difficulties? Can you start production immediately when you go back? " Chen Dezhi cried with a cry and told the Prime Minister a lot of difficulties.

Chen Dezhi said: Our factory can't even afford salt now. Because Dazu is an agricultural county, non-staple food has been relatively tight, and it can't afford to drag thousands of people in the factory. Now the public security problem is also very serious. Dozens of tons of steel are stolen from the factory every day. There are farmers nearby who make "dragon water knives" and never purchase raw materials. Therefore, the song says, "If you turn over, you won't forget * * *, and if you get rich, you won't forget Sichuan Automobile Factory."

Chen Dezhi cried and asked, "Can an administrative region be set up to solve these problems?" This suggestion was taken seriously by Premier Zhou.

Demolition area: joint letter? The controversy continues.

Shortly thereafter, Shuangqiao District began preparations. As a finance and taxation professional, Huang Xingfu was sent by Chongqing Finance Bureau for support. At that time, the seat of the district government was the seat of a township government under the postal pavilion area of Dazu County. Teacher Huang recalled:1March, 975, Shuangqiao District was officially listed. At that time, there was only a blacksmith shop and a sewing shop, and there was no industry except the heavy truck factory. The only small street has no electricity, running water and natural gas. At that time, the traffic was inconvenient, and it was 0/48km away from Chongqing/Kloc. It took more than 4 hours to take the best Beijing brand car. Moreover, Shuangqiao was surrounded by Dazu and became an enclave.

It is for these reasons that Huang Xingfu and others wrote a letter to the Central Committee at that time, arguing that Shuangqiao was not suitable for building a district and suggested that the Central Committee seriously consider it. In the next 20 years, rumors of demolition were heard from time to time. On one occasion, a symposium was held in Shuangqiao District, and the debate on demolition and non-demolition was very fierce. Finally, no consensus was reached. Shuangqiao District Records recorded the meeting and said, "The meeting broke up in discord." In those years, some enterprises that wanted to settle in stopped entering Shuangqiao as soon as they heard the rumors of demolition.
