6 12 February, Yang Di expropriated Korea on the grounds that King Gao Yuan of Koguryo refused to appear before the court.
In the first month of the following year, Yang Di began to plan a second tax on Koguryo. In April of 6 13, Emperor Yang Di personally led 600,000 right-wing troops to Liaodong City.
In February 6 14, Yang Di launched the Liao War for the third time, and the King of Korea sent an envoy to surrender and sent back Hu Sizheng, the assistant minister of the Ministry of War who defected to Koguryo last year. Seeing that he had saved the humiliation of two defeats, Emperor Yang Di sent his troops back to Korea.
