It is necessary to take the construction of Harbin New District as an important measure to promote the "Belt and Road" construction and accelerate the new round of revitalization of the old industrial bases in Northeast China, actively expand the opening cooperation to Northeast Asia, explore new paths for the transformation and development of the old industrial bases, and play an important supporting role in promoting the economic development of Heilongjiang and the comprehensive revitalization of Northeast China.
