Interim Measures for the Administration of National Industrial Heritage
The Interim Measures for the Administration of National Industrial Heritage was issued by People's Republic of China (PRC) and the Ministry of Industry and Information Technology. This method clearly stipulates the protection, utilization and related management of national industrial heritage from the aspects of identification procedures, protection management, utilization and development, supervision and inspection. These Measures shall come into force as of the date of promulgation.

To apply for a national industrial heritage, it must have distinctive industrial characteristics and meet the following conditions:

(1) is of symbolic significance in the history of China or the industry, witnessed the beginning of the industry in the world or China, has an important influence on the history of China or the world, and is closely related to social changes or important historical events and figures in China;

(2) the major changes in industrial production technology are representative, reflecting the technological innovation and breakthrough of a certain industry, region or a certain historical period, and have an important impact on the subsequent development of science and technology;

(3) It has rich industrial cultural connotations, has a strong influence on the social, economic and cultural development at that time, reflects the social features of the same period, and is widely recognized by the public;

(four) its planning, design and engineering represent the characteristics of a specific historical period or region and have an important influence on industrial aesthetics;

(5) Have a good foundation for protection and utilization.

The application filed by the owner of the estate shall be submitted to the Ministry of Industry and Information Technology after the preliminary examination by the provincial competent department of industry and information technology with the consent of the local county-level or municipal people's government; Central enterprises directly apply to the company headquarters, and the company headquarters will report to the Ministry of Industry and Information Technology after the preliminary examination. If a heritage project involves multiple owners, they shall jointly apply after reaching an agreement.

In order to promote the protection and utilization of industrial heritage and develop industrial culture, these measures are formulated according to the Guiding Opinions of the General Offices of the General Office of the Central Committee of the CPC and the State Council on Promoting the Relocation and Transformation of Old Urban Industrial Zones and the Guiding Opinions of the Ministry of Industry and Information Technology and the Ministry of Finance on Promoting the Development of Industrial Culture.

Article 2 of the Interim Measures for the Administration of National Industrial Heritage

These Measures shall apply to the protection, utilization and related management of national industrial heritage.

Article 3 The term "national industrial heritage" as mentioned in these Measures refers to the industrial remains formed in the long-term development of China's industries, which have high historical value, scientific and technological value, social value and artistic value and have been recognized by the Ministry of Industry and Information Technology.

The core project of national industrial heritage refers to the material and intangible remains that represent the main characteristics of national industrial heritage. Material remains include workshops, workshops, factories, management and scientific research places, mining areas and other production and storage facilities, as well as related living facilities and production tools, machinery and equipment, products, files and so on. Intangible remains include production technology knowledge, management system and corporate culture.

Article 4 The protection and utilization management of national industrial heritage shall give full play to the main role of heritage owners and adhere to the principles of government guidance, social participation, protection priority, rational utilization, dynamic inheritance and sustainable development.
