The rank of first-class master sergeant has experienced a period of twists and turns. From 1993, the Regulations of China People's Liberation Army on the Service of Soldiers in Active Service began to divide four ranks of master sergeant. Basically, students who graduated from military academies or non-commissioned officer training institutions and passed numerous examinations and strict audits were awarded the rank of first-class master sergeant by the colleges and universities.
After 1999, the title of master sergeant was cancelled, and the rank of soldiers was changed from level 1 to level 6 noncommissioned officers. Until 2009, the new non-commissioned officer system was implemented, and the rank of non-commissioned officers was adjusted from six ranks of the original first-class to sixth-class non-commissioned officers to seven ranks, among which the first-class master sergeant was the highest rank among non-commissioned officers.

The first-class master sergeant is responsible for training outstanding general China and army soldiers, who hold important positions in the army. Due to the limitation of service time of conscripts, noncommissioned officers become the main body to operate these weapons and equipment, and play a key role in training and education, daily management, technical support and task execution.
Third, the first-class master sergeant treatment
The first-class master sergeant enjoys the treatment of being a full-time teacher, and can serve until retirement, without retirement. The salary of the first-class master sergeant is about 1.45 million yuan ~ 1.65 million yuan, and the family members can enjoy the dependents' allowance with the troops. Married noncommissioned officers have noncommissioned officers' apartments, which are treated equally in medical care, housing and document delivery, and have independent office and dormitory space in the army. In the army, only the first-class master sergeant can retire and enjoy the treatment of deputy division commander after retirement.
